Senior Data and Information Officer
Location - Horsham but some travel across Sussex will be required
Working Arrangements - Hybrid, but some on site work required across Sussex with partner organisations - Days will vary depending on demands, probably more on site at quarterly data return time, but less at other times.
About the job
This role is required as a key component of the team that will be needed to deliver this challenging programme across the geographic spread of the project.
Reporting to the Changing Futures Programme Lead at West Sussex County Council, and working with the members of Changing Futures Programme Team and Stakeholders Group, you will be responsible for the on-going collection and analysis of the data sets required to facilitate the delivery of the Changing Futures Programme.
This will include day to day responsibility for all aspects of the data collection across West Sussex, East Sussex and Brighton & Hove to support the programme’s strategic, performance and operational needs, ensuring data management is effective, efficient and is developed to support service improvement. You will be task managing staff in other organisations in the coordination and collection of data sets, as well as advising Senior Managers on data management and ensuring data accuracy, confidentiality and security. You’ll also be providing advice and guidance arising from data analysis at a senior level.

What you’ll need to succeed
You will need to be able to demonstrate a clear understanding of how robust data analysis can support continuous improvement and change.
You will be driven, energetic and articulate, able to engage, challenge and collaborate with all stakeholders, with experience of successfully managing a wide range of complex data resources in a fast-paced dynamic environment.
A proven self-starter, you will need to be able to use your initiative to organise your own workload to meet business needs, and use wide discretion and initiative over a broad area of activity to independently respond to unanticipated problems or situations, with little access to others.

Key Skills
1. The ability to design, implement and manage a data management process and system.
2. Highly computer literate with sound and accurate IT skills in order to carry out research and analyse highly complex data / information to produce reports and create presentations.
3. Excellent persuasion and influencing skills to successfully convince others of the need to take a specific course of action.
4. Excellent communication and interpersonal skills to provide complex and potentially contentious advice and guidance to a range of audiences.
5. Ability to organise, prioritise and plan own and others’ workloads, and to supervise them to meet deadlines and targets.
6. Strong problem-solving skills with the ability to anticipate problems and resolve issues independently, planning solutions and making sound pragmatic decisions.

Qualifications and/or experience:
- Significant experience of managing data management systems to meet business and external reporting requirements.
- Considerable practical experience in undertaking complex data analysis which contributes to the development of strategic plans and policies.
- Experience of providing professional and accurate advice to a range of senior staff and partner organisations which impacts on the business.
- Experience and confidence in dealing with people and the ability to establish credibility at all levels of the organisation.
- Experience of supervising, directing, coordinating or training a small team.
Key responsibilities
Responsible for ensuring systems are effective to meet business reporting requirements, including reporting statutory information to central Government to set deadlines and required standards.
Responsible for reviewing existing procedures and identifying opportunities for continuous improvement to existing mechanisms and methodologies and developing solutions. Adapting, designing and developing systems as required.
Supporting the data management function devising collection systems, maintaining, processing and analysing data.
Analysing and interpreting varied and complex data, information and intelligence, identifying trends and producing strategies / solutions as appropriate.
Producing reports and briefings for a wide range of audiences and making recommendations to senior managers.
Reviewing and improving data collection, ensuring effective use of resources and value for money.
