Seven Resourcing are looking for an interim Lead HR Business Partner to work in Exeter, Devon. This position is initially for a period of 6 months and is paying £26.61 per hour (PAYE and umbrella payment options are available).

**The role**:
To work with Heads of Service and their Senior Management Teams to consider the HR and Workforce challenges of current and future service delivery models and to develop and implement appropriate HR strategies that deliver measurable business benefits, assisttransformational change, support new ways of working and improve workforce performance.

Act as the interface between individual service areas and the wider HR Service to influence strategic workforce planning activity, commission and monitor internal and external HR support required to address strategic service workforce issues, and ensurethat activities meet required needs, are consistent with a 'one council' approach, organisational policy and corporate strategic workforce priorities.

**Key Responsibilities**:

- The post holder is required to have impact, credibility and the ability to influence decision making on all aspects of the Council's service delivery and external client's delivery. The impact of the post on key stakeholders will be a key and importantfeature of the role.
- Supporting the HR Manager -Performance, this role provides Heads of Service with effective HR strategic support to consider the HR and Workforce challenges of current and future service delivery models, to develop and implement appropriate HR strategiesthat deliver measurable business benefits, assist transformational change, support new ways of working, improve workforce performance and enable service area to recruit and develop the skills and capabilities required to meet the needs of Devon's communities.
- This role will work closely with HR colleagues and Senior Managers to implement strategies outlined in the Corporate Workforce Plan and to meet Heads of Service workforce priorities. Elements of the workforce strategy for DCC impact on all of DCC's employeeswhom are, in turn, responsible for delivering services to the people of Devon - either on a strategic or operational level. It is essential that employees are equipped with the knowledge, skills and behaviours required to do their jobs effectively.
- The post holder will need to understand the impact on the workforce of changing organisational culture, structures and processes, and to anticipate, develop, commission and deliver timely solutions to meet these needs.This will require a pro-active approachto develop effective business partner relationships with the Heads of Service and their Senior Management Teams and to influence strategic workforce planning activity. They will act as the interface between service areas and the HR Service and commission andmonitor appropriate internal and external HR support required to address service workforce issues.
- This will also include identifying and addressing skill shortages, reducing vacancy rates, leadership and management skills development, identifying and addressing critical skill needs, performance management strategy, developing career paths, successionplan frameworks, and talent management strategies from apprentices up to senior management teams.
- In developing effective approaches the role will need to consider the financial, demographic, economic, political, local and regional skills and technological and environmental issues in which the local authority and individual service areas operates.
- The post holder will be required to maintain a thorough knowledge and understanding of the service business needs for those services that they will support as lead HR Business Partner. They will also be required to provide specialist, professional HR adviceto Heads of Service, Senior Managers, elected members and external partners in accordance with national and local policy, current legislation and best practice.

**Applicant Requirements**:

- **Qualifications**:CIPD qualified or with a post graduate professional qualification or equivalent in a related discipline, or equivalent suitable experience.
- **Experience**:2+ years working within a similar role.
- **Compliance**:References covering the last 3 years and proof of right to work in the UK.
- **Travel**:Clean UK driving license with the ability to commute to and from work independently.
- **Hours**:37 hours p/w.
