Job Purpose

To project manage all necessary land and statutory consents required to support DCD work programmes including but not limited to D pole changes, Clearances and Small Conductor replacement as well as Complex Wood Pole IA Claim resolutions and UK Power Networks Undergrounding in Protected Landscapes project; either directly or through the management of Contractors to ensure that programme dates are not missed through, and UK Power Networks does not become liable for Contractor compensation events.

Dimensions

To work alongside DCD Project Managers to ensure that access to land, consents (landowner, statutory or Planning) and any relevant statutory notices are in place to enable DCD work programmes to be delivered on the programme dates. The role holder will have no direct reports but, be responsible for the management of consent contractors instructed to ensure delivery against their KPI’s. The role holder will also provide guidance on deliverability of consents to enable the programme to be cost efficient. The role holder will also be key to maintaining relationships with Grantors to ensure that access to land does not become a blocker to UK Power Networks successful delivery of its RIIO: ED2 Business Plan.

The role holder will also work in conjunction with the UK Power Networks IA Claims team to consent Complex Claim diversions or to make justifiable decisions as to whether to settle claims. They will also head up UK Power Networks Undergrounding in Protected Landscapes project, attending steering group meetings and be responsible for a successful allocation of the Ofgem Allowance.

Principle Accountabilities

To be a ‘Point of Reference’ for the DCD, Property & Consents Team and Asset Management within UK Power Networks;
Mentoring and coaching Property & Consents Wayleave Surveyors;
Directly negotiate with grantors, land agents, solicitors and consultants in relation to the installation, retention, or alteration of UK Power Networks distribution network;
Instruct and project manage, consent contractors to negotiate with grantors, land agents, solicitors and consultants in relation to the installation, retention, or alteration of UK Power Networks distribution network;
Make justifiable decisions and recommendations to the Property & Consents Asset Management Manager regarding major financial commitments, strategy and legal matters in association with all Property & Consents functions;
Day to day instruction and decision making with Network’s Solicitor

Assists with the development and management of Property & Consents strategy;
Management and reporting of key business performance measures;
Maintaining external contacts with agents, legal advisors, and management services providers;
Resolution of 3rd party disputes and conflicts, including major compensation claims, wayleave terminations and public inquiries;
Identifying key business risks and opportunities in respect of operational property and operational assets held on 3rd party land and proposing appropriate risk management and business strategies;
Representing UK Power Networks on industry forums/workshops as required;
Promotes and develops an outstanding team culture with effective working relationships and communications within the team and across the Business;
Assist with the day-to-day management of the Property & Consents team, and responsibility for running the department in the Property & Consents Asset Management Managers absence.

Nature and Scope

Reporting to the Property & Consents Asset Management Manager the Senior Asset Management Surveyor is responsible for the legal acquisition and protection of operational property freeholds and leaseholds, permanent easements, wayleaves and the payment of rent and compensation to support the DCD programs of work, Complex Claim resolutions and Protect Landscapes Undergrounding Project. Further responsibilities include project managing a team of Contractors in support of the above function.

The role holder offers guidance and advice on UK Power Networks consent policy to 3rd parties, Senior Managers, Infrastructure Planning, Connections, Capital Program Deliver
