**Job description**:
We are recruiting a G7 Head of Portfolio Management Office (PMO) to lead the PMO team which supports the whole of the SIR Directorate to deliver its Business Plan and work in a flexible way. This includes providing bespoke programmes/project advice or support and championing the use of best practice programme/project management standards and processes. The Directorate delivers a number of high profile ministerial strategic projects, therefore we are looking for someone with exceptional programme and project management skills and experience

As Head of the PMO, your role will involve a high degree of interaction with the Directorate senior leaders to support the governance/management of the SIR portfolio. It will also include liaison with NHSPP private office and the Departments corporate functions in response to external commissions.

The work is highly cross-cutting in the Directorate and requires engagement across all teams and with all grades to support them to successfully deliver. Current projects in the directorate include:

- The Major Conditions Strategy
- A review of section 75 funding arrangements
- Implementing the Hewitt Review
- Reviewing the NHS Constitution
- Developing regulations on reconfiguration policy
- Delivering Ministerial ambitions on men’s health policy
- Establishing an intelligence function to equip the Department with knowledge of integrated care systems

The role also includes line management of a small team.

**Person specification**:

- Leading and developing the project and programme management approach for strategic projects
- Providing expert advice on programme and project management
- Ensuring appropriate Directorate governance is in place and maintained for the whole portfolio (projects/programme and business as usual work).
- Facilitating reviews of all Directorate risks, via the Directorates risk register, and managing the Directorates reporting process to track progress of the Business Plan.
- Monitoring the effectiveness of the governance and ensure that feedback from the Senior Leadership Team (SLT) or any other members of the Directorate, is used to continually improve governance processes
- Ensuring the PMO team responds to requests for specific advice or direct support for projects or programmes from SIR teams.
- Developing the project management knowledge of the SIR staff either by bespoke training, mentoring or via the on-the-job type support
- Act as the central point within SIR for reporting requests from the NHSPP Private Office or Department corporate functions.
- Lead on the information asset management processes for the Directorate and on occasion coordination of the dissemination of NHSPP Group information management standards.

**Key skills and experience required for the role**

Required
- Knowledge and experience of risk and issue management
- Good knowledge of all aspects of project/programme management
- Experience of using project/programme methodologies via leading or supporting projects.
- Ability to establish good working relationships and bring people together with both internal and external stakeholders.
- Experience of facilitating workshops/meetings to produce project/programme management products e.g. project schedules, risk identification, project/programme definition etc.

Desirable
- Previous experience of leading or working in a Project/Programme/Portfolio Management Office (PMO)
- A project/programme management qualification e.g., Managing Successful Programmes (MSP), PRINCE2, Management of Risk (MoR), Agile project management etc.
