Building Services Pre Construction Lead

**About the role**
To lead, manage and co-ordinate all aspects of a pre-construction MEP PCSA bid ensuring that high quality, competitive proposals, robust design and all are delivered to the customer in a manner consistent with the Balfour Beatty Management System. - Managing the MEP content of bids To ensure tenders/Cost Plans are prepared & submitted in accordance with client requirements in terms of content, format and timescales. - Working as part of a collaborative team during PCSA to achieve client budget, providing accurate cost data and advise around suitable market alternatives to maximise client value. - To produce accurate, competitive, error free, thorough, well researched tenders / bid proposals in a standard format, whilst maintaining estimating files and records as required complying with Gated Lifecycle, Bid Governance and Audit requirements. - To provide a pre and post contract estimating service to meet profit, quality and service objectives through communication with the strategy & business development, commercial, operational, procurement, finance, insurance and legal functions, and a clear understanding of clients’ tender requirements.
**What you'll be doing**:
- Formulate and agree bid strategy with senior management to secure profitable orders (to achieve bid targets as required by the business) - Responsible for the establishment, management and maintenance of the approved bid budget. - Oversee and lead the preparation, coordination and delivery of presentations to customers as required, to successfully secure orders - Attendance at key customer meetings and industry events (e.g. bidder open days) - Oversee the establishment, production and implementation of bid management processes, including the following activities: - Compile PPC papers and tender settlement documentation (if required) - Bid management plans - Bid programmes - Decisions on major supply chain partners (if required) - Liaison with supply chain members to formulate aspects of the bid offer - Written technical, legal and financial contributions to bids - Document control and register of clarification responses - Record proceedings of meetings - Decision on consultant selection and scopes of services (if required) - Carry out customer intelligence gathering - Develop technological solutions for the bid via BIM and submissions technology - Carry out competitor SWOT analysis’ - Compliance with the Gated Lifecycle process - Compliance with Bid Governance processes, including producing bid governance papers and templates as required for bid governance reviews - Ensuring estimating files are produced and maintained to comply with Gated Lifecycle, Bid Governance and Audit requirements - Management of subcontract and supplier enquiries as required to support submission of tenders. - Estimating build up for tender submissions in standard error free format, including ensuring all tenders have a tender stage risk & opportunity register - Ensuring hand over from estimating to commercial, operational, procurement, finance functions for all contract wins through the contract hand over and start up process - Review and dissemination of tender documentation received from clients to the strategy & business development, commercial, operational, procurement, finance, insurance and legal functions as required, including attending client tender briefings, raising formal tender queries, disseminating client responses to tender queries and disseminating client revisions to tender documents - Undertake risk grading of tender opportunities as required by the Gated Lifecycle and Bid Governance processes, ensuring that all tenders have an appropriate risk & opportunity register as required by the Gated Lifecycle and Bid Governance processes - Where appropriate, ensuring tender opportunities are entered on to the Project tracking CRM Dynamics database and their status reviewed and updated as required to reflect their current status, including meeting the requirements of the Gated Lifecycle and Bid Governance processes and to provide accurate and timely CRM Dynamics reports and management information. - Build and maintain effective relationships with existing and prospective clients, identifying opportunities to grow and optimise future business. - Ensure all data utilised in tender build ups are current and relevant (e.g. Labour / Plant rates applicable to delivery period) - Check any received quotations from prospective suppliers / subcontracts are compliant with client / tender requirements (validity, approvals, technical requirements etc) - Consider alternative tenders submissions and develop and price any worthy of consideration and submission including consideration of innovations - Cashflow and three point estimate modelling - Developing Stage 3 cost appraisals and developing through Stage 4 to project Financial Close - Production and Management of Value Engineering proposals to align with customer budgets Preparation of bid Risk & O
