The Head of Financial Planning will lead a high-quality reporting, planning, Treasury and partnering service across Octavia’s various operational functions, providing financial decision support, value for money challenge and strong financial awareness to the wider organisation. The Head of Financial Planning will lead, develop, and motivate a team of finance professionals, and be a figurehead for financial excellence.

**Key Responsibilities**

**Financial Planning and Business Partnering**:

- Lead and develop a team of Finance Business Partners, Treasury Specialist, and Management Accountants to deliver an excellent partnering service to the Organisation
- Implement and manage a highly effective and customer-focused finance partnering service, providing support, challenge, and financial acumen across the Group
- Manage Octavia’s budget and forecast process, ensuring value for money principals are instilled throughout the organisation and building a rolling forecast approach to the business
- Deliver high quality reporting and decision-making tools, including monthly management reporting, investment analysis, and client-focused analysis that is clear, concise and user-friendly
- Responsible for the creation and the quarterly update of the Association’s 30-year business plan
- Responsible for supporting the organisation in the delivery of the value for money strategy
- Reviewing all management accounts and signing off before presentation to Board
- Oversee the preparation of regulatory and sector-wide returns, ensuring data is accurate and auditable
- Build a culture of continual improvement within the Finance team, measuring and monitoring performance and taking responsibility for the overall quality of output of the team
- Develop, deliver training and act as a mentor to junior members of the team, as well as improving financial acumen across non-finance areas of the business
- Advocate excellence within Finance and across the organisation
- Work with the Financial controller on in year forecasting and year end reporting
- Work collaboratively with other Finance Managers to deliver on Octavia’s strategic objectives, to achieve the overall aims of the organisation
- Any other duties as reasonably directed

**Treasury Operations**:

- Treasury management and funding options
- Identify control gaps, and design, implement and evaluate an appropriate control framework for the treasury function
- Build strong working relations with funders, Treasury advisors and other relevant stakeholders

**Requirements**:
For this position, we have listed the requirements we believe are essential for this role:
**Experience**
- Minimum 5 years PQE
- Housing sector experience or a strong ability to adapt to a complex and regulated sector at pace
- Proven experience of running a high-quality finance partnering function

**Knowledge**
- Strong analytical skills with ability to add value and deliver high quality reporting
- Experience of leading a successful budgeting and forecasting process
- Use of BRIXX for production of the 30-year business plan
- Understanding of development investment appraisal techniques

**Qualifications / Skills**
- Fully qualified accountant (ACA / ACCA / CIMA / CIPFA)
