About the job

As Deputy Head of the Supply Team, you will be responsible for overseeing the assessment of product literature, the production of public assessment reports, assessment of applications submitted under the Special Import Scheme and management of supply issue notifications. You will line manage four team members to ensure continued delivery of application work in accordance with VMDs Published Standards and internal targets.

The Supply Team is one of two teams within the Regulatory Affairs Section, which sits within the Authorisations Division. You will therefore contribute to the timely authorisation of applications for veterinary medicinal products and provide a pivotal point of liaison between both VMD assessment teams and external stakeholders.

Job description

Your main duties will be to:

  • Line manage four team members.
  • Manage a diverse workload with conflicting priorities to ensure that externally published standards and supporting internal targets are met.
  • Assess new applications or unusual applications made under the Special Imports Scheme.
  • Lead on assessing the potential animal and public health impact for reported shortages of UK authorised veterinary medicines, developing procedures to enhance the transparency of public information on these.
  • Foster strong stakeholder relationships to gain early insight into potential shortages through hosting regular meetings.
  • Take a leading role in monthly licensing business meetings that includes a review of issues and trends affecting availability and import of veterinary medicines.
  • Lead a review to identify and produce retrospective public assessment reports where gaps exist.
  • Provide expert technical guidance to the team, internal colleagues, and key stakeholders on the interpretation and implementation of policy changes or emerging issues, ensuring timely and accurate adjustments to operational processes.
  • Represent the Supply Team in various meetings, for example National Office of Animal Health licensing, Licensing Business Focus Group, and Authorisation After meetings.
  • Help identify and introduce efficiencies; in doing so review processes utilising change management processes and project management principles.
  • Participate in wider corporate activities, including engagement with IT teams for the development and maintenance of the Special Import and Export Certificate Schemes.
  • Comply with ISO 9001 (quality management) and ISO information security) standards, and GDPR and record management requirements, ensuring VMDs quality management system is embedded within the Team.
  • Act corporately – meeting, role-modelling, embedding, and championing the corporate objectives set by the VMD.
Person specification

We're looking for you to have :

  • Knowledge of, or an ability to get up to speed rapidly, with veterinary medicine authorisation procedures and the associated legislation. (Veterinary Medicines Regulations 2013, as amended)
  • Strong leadership skills and line management experience.
  • Experience of working collaboratively, building strong supportive relationships with stakeholders.
  • Experience of drafting and reviewing Standard Operating Procedures, ensuring compliance with relevant regulations and processes.

  • Can present complex information confidently and with clarity in an engaging manner to large and diverse groups of people.
  • Is proactive, energetic and feels comfortable making evidence-based decisions in a fast-paced and dynamic environment.
  • Has an ability to prioritise workload to meet tight and conflicting deadlines, and support own team to deliver agreed objectives.
  • Is a competent user of Microsoft Outlook, Word, Excel, PowerPoint and has an ability to get rapidly up to speed with VMD in-house databases.
Qualifications

A minimum of a bachelor's degree in a relevant scientific field e.g. veterinary, animal health, life sciences.

Sift and Interview dates

The sift will be conducted week commencing24 November 2025.

Contract

This role isn't suited to a home-working contract.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band.

If you are new to the civil service, or coming back into the civil service, you will start on the advertised starting salary. You must be in post by 1st April to qualify for that year's pay rise.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Working Pattern

This is a full-time post. This a frontline role that provides business critical oversight of key tasks required for the assessment and authorisation of veterinary medicine products. This includes the assessment of applications under the Special Import Scheme, assessment of mock-ups for authorised veterinary medicines, and drafting of public assessment reports. These tasks are completed to strict targets that require full-time oversight to ensure published standards can be met.

Location and travel

This role will be contractually based at the VMD in Weybridge, KT15 3LS. This is a fixed location; the VMD does not use hubs located elsewhere in the UK.

You will be expected to spend at least 60% of your working time in an organisation workplace with the option to work the remaining time flexibly from home. Organisation workplace includes the VMD office as well as time spent at other locations for meetings, conferences, and field-based activities. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate will be required to carry out all their duties from a UK location and cannot do so from an overseas location unless they have permission to do so.

Residency Requirements and security vetting

All posts require the successful candidate to hold Counter Terrorist Check (CTC) security clearance. Job offers are based on merit. Security vetting will only take place after the receipt of a job offer. Candidates will need to meet the residency requirements of residing in the UK for 3 years prior to the CTC application being submitted.

Near miss

Candidates who are judged to be a near miss at interview may be considered for other positions in Defra which may be at a lower grade but have a potential skills match.
