Job Description
Our client operates a fleet of modern, crewed, multi-purpose vessels used in support of marine civil engineering and subsea projects.
Work Location
Based at the company's office in North Wales, with occasional travel to vessels, client meetings, or industry events as required.
The Crewing Manager is responsible for overseeing all aspects of vessel crewing operations,
ensuring that qualified, competent, and medically fit personnel are recruited, deployed, and
supported in full compliance with company policies, client requirements, and international maritime
regulations.
The role manages end-to-end crewing activities—including recruitment, rotation planning, documentation control, travel logistics, performance management, and welfare—while
serving as a key liaison between crew, vessel masters, clients, and external agencies. The Crewing
Manager also manages the on-call rota and acts as the final escalation point for urgent or complex
issues
Key Responsibilities
Crew Management & Compliance
- Ensure all vessels are consistently manned with qualified, certified, and medically fit seafarers in
- line with STCW, MLC, ISM, flag state, and client requirements.
- Maintain accurate and up-to-date crew matrices, personnel records, certifications, and training
- documentation.
- Oversee recruitment, selection, onboarding, induction, rotation planning, and repatriation
- processes.
- Support and manage disciplinary and grievance procedures, ensuring fair and timely resolution in
- coordination with HR.
Operational Planning & Logistics
- Plan and coordinate crew changes based on vessel schedules, operational needs, and budget considerations
- Oversee all logistics related to crew mobilisations and demobilisations, including visas, travel, accommodation, medicals, and operational clearances.
- Conduct periodic vessel visits to engage with crew and assess onboard welfare, conditions, and compliance.
Performance, Development & Welfare
- Conduct and review crew appraisals, identifying performance trends and training needs.
- Support continuous training, career development, and succession planning initiatives for seafarers.
- Monitor overall crew performance, morale, and welfare, acting promptly on issues requiring intervention.
Stakeholder Liaison & Communication
- Serve as the primary point of contact for crew, vessel masters, clients, manning agents, port agents, and training institutions.
- Ensure timely, clear, and effective communication across all crewing-related matters.
• Support audits and inspections by ensuring documentation and processes meet regulatory and client standards. Systems, Reporting & Continuous Improvement
Systems, Reporting & Continuous Improvement
- Manage crewing databases and HR systems, ensuring secure, accurate, and complete data.
- Prepare routine crewing reports and KPIs for management review.
- Review procedures and introduce best practices to improve efficiency, compliance, and crew satisfaction.
Budgeting & Financial Control
- Prepare and monitor crewing budgets, including travel, training, and agency costs.
- Authorise expenditure related to crew mobilisation logistics and verify invoices for accuracy
On-Call & Emergency Support
- Create, maintain, and participate in the on-call rota, ensuring effective 24/7 support coverage.
- Act as the final escalation point for emergencies or urgent issues outside office hours.
Skills & Competencies
- Strong organisational, planning, and multitasking abilities with excellent attention to detail.
- In-depth knowledge of maritime regulations and crew competency requirements.
- Effective leadership, interpersonal, communication, and negotiation skills.
- Ability to remain calm under pressure and adapt to last-minute operational changes.
- Competence in document control, logistics coordination, and budget management.
- Proficient in Microsoft Office and crewing/HR management systems.
- Professional approach to handling sensitive personnel issues with confidentiality.
- Strong understanding of shipboard roles, qualifications, and experience requirements.
- Excellent interpersonal, communication, and negotiation skills.
- Strong organisational and planning abilities to coordinate crew rotations, logistics, and vessel visits.
- Ability to analyse reports, KPIs, and crew performance metrics.
- High attention to compliance and regulatory requirements.
- Leadership and team management skills, including training and career development.
- Problem-solving mindset and ability to handle sensitive personnel issues with discretion.
Qualifications & Experience
- Bachelor's degree in Maritime Studies, Marine Management, Nautical Science, HR, Business Administration, or related field.
- Minimum 5–10 years' experience in maritime crewing, ship management, HR, or marine logistics (including supervisory responsibility).
- Strong understanding of MLC, STCW, ISM Code, flag state requirements, and international employment practices.
- Experience in crew recruitment, performance management, budget management, and resolving disciplinary or grievance matters.
- Additional certification or training in HR management, labour law, conflict resolution, or safety/emergency procedures is advantageous
- Proven experience in crew recruitment, deployment, and performance management.
- Experience handling disciplinary, grievance, and labour relations matters.
- Experience managing crew budgets, payroll, and contracts.
Professional Certifications / Training
- Knowledge of STCW (Standards of Training, Certification, and Watchkeeping for Seafarers) requirements.
- Familiarity with MLC (Maritime Labour Convention) and ISM Code compliance.
- Training or certification in HR management, labour law, or conflict resolution is highly desirable.
- Safety, security, and emergency management training (e.g., STCW refresher courses).
