Global Health Evaluation lead

Khulisa seeks a multi-disciplinary Monitoring, Evaluation and Learning (MEL) team with the following competencies:

  • WHO experience essential
  • Consultancy opportunity

Team Leader / Evaluation Lead

  • Senior evaluation expert with significant experience in organisational reform, multilateral evaluations, and complex institutional change.
  • Responsible for overall contract delivery, quality assurance, liaison with FCDO, and leading methodological design.

Senior M&E Specialists / Technical Advisors

  • Expertise in global health, international development financing, and institutional reform.
  • Capable of analysing causal pathways, reform processes, and WHO's governance/accountability structures.

Health Systems / Global Health Policy Experts

  • Provide subject matter expertise on WHO's health priorities and outputs (e.g., Universal Health Coverage, health emergencies, and global health equity).

All nominated personnel must be confirmed as available for the full duration of the contract

Location of Work:

The majority of meetings will be entirely online. However, if the team leader and/or other senior member(s) are UK-based we would expect to meet in person, probably in London.

Duration and Timing

  • Contract Length:
    part time over 24 months (early 2026 – end 2027) with option to extend by 18 months.
  • Key Deliverables:
    Inception report, monitoring framework, midline evaluation (end 2026), final evaluation (mid-2027)
