Permanent
Grade 5 - £42,839 - £51,356
Consultation grade - subject to formal evaluation under the Pay Equity Review
Working 36.5 hours per week
Are you passionate about reducing health inequalities and shaping a smoke-free future for Birmingham? We are looking for a strategic and collaborative Senior Public Health Officer to lead the city's tobacco control agenda. This newly created role reflects the growing importance of tobacco and nicotine regulation, particularly in light of the upcoming Tobacco and Vapes Bill and increasing concerns around youth vaping.

You'll lead strategic programmes aimed at reducing tobacco use and smoking prevalence, including supporting the implementation of national initiatives like Swap to Stop. You'll work closely with local authority colleagues, NHS, Primary Care, and community partners to improve enforcement, prevention and control measures, deliver workforce training, and promote innovative ways of working.

Key Responsibilities

  • Develop and implement Birmingham's tobacco control strategy, working across the Council and with external partners to reduce smoking prevalence and promote healthier communities.
  • Act as the Council's subject matter expert on tobacco control, youth vaping, and smokefree environments.
  • Coordinate the Birmingham and Solihull Tobacco Control Alliance and manage cross-sector partnerships.
  • Monitor and evaluate service delivery, KPIs, and grant-funded programmes.
  • Support the development of new treatment pathways and innovative public health interventions
  • Translate national policy into local action and ensure compliance with data sharing and governance requirements.

What We're Looking For
We're seeking someone who:

  • Has a degree or equivalent experience in public health or a related field.
  • Brings experience in tobacco control, public health policy, or enforcement.
  • Demonstrates strong stakeholder engagement and partnership-building skills.
  • Can analyse complex data and translate it into actionable strategy.
  • Is confident managing projects, people, and performance in a dynamic environment.

Why Join Us?
This is a unique opportunity to shape Birmingham's approach to tobacco control at a pivotal time. You'll be part of a forward-thinking public health team, working to reduce harm, improve outcomes, and support national ambitions for a smoke-free generation by 2030.

You'll Also Benefit From

  • A supportive and inclusive team culture.
  • Opportunities for professional development and leadership.
  • The chance to influence city-wide health strategy and innovation.
