Job summary

The Plans Examination Service oversees the examination of local plans, development plan documents, and Community Infrastructure Levy (CIL) charging schedules to ensure legal compliance and soundness.

As a Team Leader, you will manage a high-performing team, ensuring excellent service delivery and customer satisfaction. The role requires significant organisational and analytical skills, attention to detail and the ability to work collaboratively in a fast-paced, policy driven environment.

Job description

We're seeking a proactive and motivated individual who embraces change and will support the Operations Lead to drive operational efficiency and build a motivated, high-performing team. You'll be strategic and adaptable, able to plan and implement improvements in a fast-paced, evolving environment.

Significant collaboration, communication and analytical skills are essential, as you'll work closely with colleagues, stakeholders, and external partners. Experience in analysing and producing statistical analysis is also essential in managing Local Plans submissions and Inspector resource requirements, which you will be required to present to internal and external colleagues and stakeholders.

As a HEO in the Local Plans Team, your day is varied, and you will need to adapt your daily tasks to suit business need. You will lead a team to ensure the smooth operational delivery of Local Plan examinations and the Spatial Development Strategy process; meeting targets and maintaining quality standards.

Responsibilities include allocating and coordinating casework, providing legally compliant advice to Local Planning Authorities and stakeholders, and interpreting relevant legislation and guidance. The role involves forecasting Plan submissions, managing Inspector allocations, overseeing financial accruals and invoicing, and producing statistical analysis. It also supports senior leadership with internal and external guidance, contributes to the development of operational templates and instructions, and drives continuous service improvement through stakeholder feedback analysis.

You will need attention to detail, resilience under pressure, and the confidence to engage with a wide range of audiences from government departments to local planning authorities.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band. Internal rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Working hours:

Standard working week is 37 hours, flexible working hours policy available.

Part time at 30 hours or above, flexible working hours policy available.

Office Attendance

This role is contractually based at Temple Quay House, Bristol which is currently out of use due to undergoing refurbishment work. In the interim, we have the use of alternative office space in very close proximity to Bristol Temple Meads railway station. We recognise and value the mutual benefits of hybrid working and have a flexible approach to in person attendance, which can vary dependent on the requirements of individual business units - the details of which can be discussed with candidates if invited to attend an interview.
