The Maritime and Coastguard Agency is seeking a Manager to join the Corporate Services Directorate which delivers essential support functions including Governance, Performance, Communications, Finance, HR, and more. The Risk Manager sits within the Corporate Governance team, reporting to the Head of Governance, Risk and Planning. It is a highly collaborative role, engaging with every department across the Agency. The team plays a central role in shaping strategic resilience, risk management, and business continuity planning, ensuring the MCA remains compliant, prepared, and aligned with government standards and objectives.

Job descriptionAs the Risk Manager, you will lead the Maritime and Coastguard Agency's approach to risk management, and work closely on business continuity and crisis planning. This high-profile role supports strategic resilience across all departments, ensuring robust governance and compliance with government standards. Working closely with senior leaders, the postholder provides expert insight, develops performance frameworks, and drives continuous improvement. The role is central to maintaining agency-wide preparedness and delivering assurance to the Chief Executive.
Your responsibilities will include, but aren't limited to:
- Lead and evolve the Maritime Coastguard Agency's risk management process in line with government standards.
- Support robust business continuity and crisis management plans.
- Coordinate performance reporting and ensure data accuracy across the Agency.
- Drive governance improvements and ensure compliance with statutory requirements.
- Collaborate with senior leaders to embed strategic planning and resilience.
- Support the creation of the Annual Business Plan, Report and Governance Statement.
- Advise on internal controls and assurance for the Chief Executive and Board.
- Foster a culture of excellence through strong stakeholder engagement and innovation.
Required experience:
To be successful in this role you will need to have the following experience:
- Strategic Leadership: Credible and authentic leader with the ability to articulate a clear vision, engage teams, and drive results.
- Risk & Compliance Expertise: Proven experience in robust risk management, providing effective advice on legal and regulatory compliance.
- Strategic Planning & Insight: Skilled in developing strategies and business plans, with a strong grasp of strategic and corporate issues.
- Performance & Project Management: Demonstrable experience in implementing performance frameworks for executive oversight and managing full-cycle projects.
- Stakeholder Engagement: Highly developed interpersonal and influencing skills, with a track record of building strong relationships across internal and external stakeholders.
- Operational Excellence: Excellent organisational skills, able to manage multiple priorities under pressure while handling sensitive information with discretion.

Operational Delivery Profession
Operational Delivery Profession (ODP) is the largest and most diverse professional community across the Civil Service. All critical to the delivery of UK public services.
Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.
This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.
The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.
Occasional travel to MCA sites and to London for meetings and events, some with overnight stays.
