About the Job:

Are you ready to play a central role in shaping one of the most exciting and transformational regional agendas in the UK? Do you want to help deliver a bold, integrated vision for sustainable growth, innovation, infrastructure, and placemaking across the Cardiff Capital Region (CCR)?

The Strategic Development Manager is a pivotal leadership role. You will help design and deliver the first Strategic Development Plan (SDP) for South East Wales — a once-in-a-generation opportunity to define how our communities grow, connect, innovate, and thrive.

You'll sit at the heart of regional decision-making, working with Cabinet Members, Welsh Government Ministers, local authorities, Transport for Wales, developers, and major stakeholders. You will champion sustainable placemaking, and drive transformational change across the region.

What we are looking for from you:

We're seeking someone who brings:

  • Inspiring leadership and the ability to motivate and develop a high-performing professional team.
  • Significant experience preparing statutory development plans or regional frameworks.
  • Exceptional political judgement and confidence representing organisations at senior levels.
  • Expert knowledge of Welsh and UK planning policy and legislation.
  • Strong programme, stakeholder, and resource management skills.
  • Strategic insight into climate change, net zero, and sustainable placemaking.
  • Professional qualifications including a degree in planning or a related field, and MRTPI membership (or eligibility).
