Scottish Rail Holdings Ltd (SRH) is responsible for overseeing Scotland's publicly owned train operating companies, ScotRail and Caledonian Sleeper. We're driving a once-in-a-generation modernisation of the rail system, ensuring it delivers a world-class, low-carbon service that reflects the pride Scotland takes in its public transport.
As Fleet Programme Director, Fleet Renewal, you'll shape the next generation of rail travel for Scotland, overseeing the introduction of new trains, the modernisation of depots, and the integration of electrification and workforce development plans.
Reporting to the Chief Executive, you'll lead the planning, procurement, introduction, and successful deployment of a new train fleet, ensuring it's delivered on time, on budget, and with minimal disruption to services. You'll coordinate across industry partners, from Transport Scotland, Network Rail, and manufacturers to our operating companies, to deliver a transformative programme that enhances journey times, accessibility, customer experience, and operational efficiency.
What you'll do
- Lead and oversee the planning and delivery of the Scottish Rail Holdings Group rolling stock and locomotive renewal programme.
- Provide visible, engaged leadership to the Fleet Renewal Programme team, creating a positive, open, and high-performing culture.
- Drive cultural change through collaboration, innovation, and shared success across SRH, its subsidiaries, Network Rail, and supply chain partners.
- Ensure fleet renewal activities align with Scottish Government policies, strategic objectives, and rail industry best practice.
- Facilitate formal Board and government sponsor approval at key governance stage-gates.
- Represent SRH and the Fleet Renewal Programme at executive, board, and government levels, including appearances at the Scottish Parliament when required.
- Deliver programme outcomes on-time, on-budget, and to specification, managing interdependencies with infrastructure, staff training, and life-extension of existing fleet.
- Manage programme financials, risks, and governance in line with the Scottish Public Finance Manual, providing regular reporting to the Board.
- Build and maintain strong relationships with key stakeholders, including Network Rail, train manufacturers, Transport Scotland, and other partners.
- The Fleet Director will have direct management for a team x 1 – Head of Fleet Procurement & Delivery
About you
- Proven experience introducing new fleet in rail in the U.K.
- Professional accreditation in Programme / Project Management is essential.
- Proven experience leading complex programmes and high-performing teams, with the ability to inspire, motivate, and develop staff in a public sector context.
- Experience leading through complex change, navigating conflicting priorities, and embedding continuous improvement.
- Strong skills in developing clear communications, influencing stakeholders, and representing programmes to executive and parliamentary audiences.
- Experience interpreting financial information, ensuring value for money, and managing resources effectively.
- Ability to work across organisational boundaries, building partnerships and networks to deliver high-quality public services.
- Demonstrates integrity, judgement, and the ability to operate at executive and board level, driving confidence in delivery.
