A major UK public sector organisation is seeking an experienced
Strategic Workforce Planning Manager
to support workforce planning, people analytics, and capacity modelling across the HR function. This role sits within the People team and requires strong analytical capability, excellent stakeholder engagement skills, and the ability to translate complex data into clear insights that drive strategic decision-making.
You'll work closely with HR leaders, business functions, and programme teams, operating in an insight-driven environment. Consultancy support will also be available where required.

6 months (extension TBC)
Rate:
Up to £515 per day (Umbrella)
IR35:
Inside IR35

Key Responsibilities
Workforce Planning & Analysis
- Provide direct support to the organisation to understand future workforce requirements using established processes and data sources.
- Analyse large, complex workforce data sets and identify key workforce trends, risks, and resource gaps.
- Translate technical data into clear insights, tailored for both analytical and non-analytical audiences.
- Produce accurate management information on staff resource against organisational demand.
Process Improvement & BAU Integration
- Identify opportunities to enhance existing workforce planning procedures and contribute to the development of improved, repeatable processes.
- Support the creation of capacity and capability plans.
- Build and maintain Power BI dashboards and automated reporting to streamline workforce insights.
Stakeholder Support & Resourcing Activity
- Assist the Business Support Office with contractor procurement and onboarding processes.
- Support business functions with recruitment and resourcing activity where required.
- Provide support to resolve staffing challenges across projects, programmes, and initiatives.
- Plan, schedule, monitor, and report on activities relating to the wider portfolio of workforce demand.
Skills & Experience Required
Essential
- Strong Strategic Workforce Planning experience.
- Advanced Excel skills (pivot tables, complex formulas, automation).
- Proven experience developing
Power BI dashboards
and automated MI reporting. - Ability to present complex data clearly, concisely, and persuasively.
- Broad understanding of HR Management Information and HR data.
- Strong communication, relationship-building, and influencing skills.
Desirable
- Experience in public sector, regulated environments, or large complex organisations.
- Background in HR analytics, people insights, or workforce planning consultancy.
