The Infected Blood Compensation Authority (IBCA) is a new arm's-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.
We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.
IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.
Successful applicants will join the Civil Service Pension Scheme.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
Job descriptionAs a Payment System Specialist, you will be instrumental in engagement with the operational teams delivering payment solutions for the Infected Blood Compensation Authority (IBCA). You will be pivotal in building strong relationships with senior managers, developing a deep understanding of their business, and translating complex financial information into clear, actionable insights. You will be instrumental in safeguarding the financial health while ensuring the effective operation of this newly formed, high-profile organisation. The successful candidate will be responsible for (but not limited to):
- Supporting the finance team's engagement with operational and digital teams to ensure payment systems have appropriate design, robust controls, and capture and report key data.
- Support the development of short, medium and longer-term cash forecasting processes to meet HMT requirements.
- Work with modelling and financial accounting teams to ensure flow of information needed for the agency's compensation valuation models;
- Coordinate cash transfers to DWP are sufficient and on time to ensure that compensation payments to claimants are not subject to any delay.
- Lead on any cash and compensation specific reporting to stakeholders outside of the usual month end and annual reporting processes.
- Provide advice on the improvements in cash management and accounting systems, including such areas as international payments.

Person specificationEssential skills
- Financial Acumen & Technical Skills: Significant practical experience in system controls and finance data capture, ideally with experience of implementing or supporting the design of a payment system and cash forecasting, and a strong understanding of financial and audit processes;
- Analytical Skills: Excellent analytical and problem-solving skills, with the ability to interpret complex financial data, and draw conclusions;
- Communication & Stakeholder Management: Strong written and verbal communication skills, with the ability to influence and build rapport with stakeholders at all levels;
- IT Proficiency: Advanced proficiency in Microsoft Excel and experience with financial management systems (e.g., Oracle, SAP, or similar).
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
