Payroll System Manager
Apply before 11:55 pm on Sunday 21st December 2025
Reporting to the Head of Corporate Systems Service (CSS) within the wider Finance and Business Services (FaBS) directorate, this role supports the Deputy Chief Finance Officer and Senior Leadership Team. Its core purpose is to maintain a robust payroll system that accurately processes and accounts for HMLR compensation. You will provide specialist expertise to system users, identify opportunities to enhance system performance and maintain and support CSS, HR, Finance and third-party systems to ensure payroll is delivered effectively.
We are proud of our collaborative FaBS community, where colleagues share experiences and best practice, seek support, raise development ideas and participate in regular conferences. We contribute to cross-government Oracle Networks and Government Shared Services strategy, offering many opportunities to learn, connect and grow. Working with us, you can expect:
- Development and practical application of your skills and the chance to make a measurable difference to the financial maturity of HMLR.
- Support for your skills and knowledge development as learning and development is very important to us.
- Opportunities to work with a range of colleagues to drive improvements and optimise system functionality.
Person specification
We're looking for a candidate with in-depth knowledge of Oracle Fusion Payroll Module and Oracle Fusion HCM or similar ERP systems to effectively manage payroll and HR transactions. You should understand end-to-end HR processes, including Recruit to Retire and associated payment events, and have a solid grasp of data and financial controls embedded within payroll workflows.
You will have experience supporting Oracle Payroll Systems, including involvement in implementation, UAT, and regression testing, as well as broad knowledge of Oracle Fusion HR Systems. You will be skilled in designing, maintaining, and amending business processes and control systems to ensure the integrity, quality, and timeliness of financial information.
Experience in improving and maintaining payroll or HR data and controls is highly desirable, alongside a good understanding of core financial accounting or HR management. Additionally, you should have a proven track record in scoping, planning, and project managing system enhancements.
HMLR believe that a blended approach to where you work that enables some time working from home, as well as in the office may give you an improved experience and has clear business benefits. We expect everyone to spend at least 60% of their working time in the office. Beyond this expectation, there is no one size fits all approach (and we can spend up to 100% working in the office if we prefer). Most of the team are Croydon based so some travel will be required to Head Office if based elsewhere.
For more information about the role, please see the attached job description.
Behaviours
We'll assess you against these behaviours during the selection process:
- Changing and Improving
- Seeing the Big Picture

Please cut and paste an anonymous CV into the online application form when prompted and include your qualifications and career history. We're also looking to see how you meet the technical criteria within your CV (see the attached job description for details).
The personal statement section (in no more than 500 words) must be used to provide details of how you meet the essential experience criteria listed below:
- Experience in supporting Oracle Payroll System or super user previously involved in implementing, UAT and Regression testing of Oracle Payroll System.
- Broad experience and knowledge of Oracle Fusion HR systems.
In the event of a high volume of applications, we reserve the right to assess against the CV first.
Please review your application form before clicking 'submit' – once you have submitted, you will not be able to amend your application. Ensure your application form is received by the closing date for receipt of applications – this is 23:55pm on the advertised date.
The sift will take place shortly after the closing date. If successful at the shortlisting stage, you will be invited to attend a virtual, blended interview including a pre-prepared presentation. Interviews will take place on Microsoft Teams week commencing Monday 19 January 2026 (may be subject to change).
The blended interview will assess the technical, experience and behaviours listed in the job description, as well as the strengths associated with the role. We want to hear your first, unrehearsed, natural response to the strength questions, and so we don't advertise which strengths are being tested. The best way to prepare for strengths questions is to reflect on what you identify as your own personal strengths, and your preferred ways of working.
Candidates may refer to notes within their interview, but they should be used as a prompt only.
HMLR is accredited to the Disability Confidence Scheme, which denotes organisations which have a positive attitude towards disabled people. Disabled applicants who meet the minimum essential criteria at the shortlisting stage may be invited to attend an interview.
If any candidate requires the panel to consider a reasonable adjustment or there is anything else they would like the panel to take into consideration, they are asked to notify us of this at application stage where possible or during the process as soon as it becomes a requirement.
