Job descriptionDuties and responsibilities
Transport modelling has a vital role in the development of strategy, policy and informing investment decision-making. This is an exciting opportunity for the post holder to develop their career by gaining valuable experience of working on leading-edge transport models, as well as research of modelling issues, while applying their technical knowledge to steer the development of these models and the Department's guidance.
The main role of a Senior Transport Modeller in cross-modal modelling is to develop and use cross modal transport models, which may include those using the traditional 4-step, agent-based and activity-based methods.
The role requires prior experience in the development or application of models using programming language in complex analyses. You will be implementing two scintillating subjects in one; transport modelling and programming language A willingness to learn new programming languages (e.g. Python) and/or modelling techniques (e.g. activity-based modelling) is a must for this role.
The main challenge for this role would be to implement alternative modelling methodologies, for example, agent-based and activity-based modelling, and to use these models to assess cross-modal strategies and policies.
The role could also include:
- Undertaking bespoke analysis to support the enhancement of modelling methods and wider DfT analytical needs.
- Presenting and communicating complex data and analyses by creating visualisation (e.g. using GIS).
- Advising on specific modelling issues both to DfT customers and the external transport modelling profession.
- Working with policymakers involved in national schemes and strategies, where modelling and analysis provides a key input to transport business cases across the country.
- Commissioning modelling and research from external consultants, project managing their work, assuring outputs, and ensuring requirements are met.
- Overseeing and undertaking research work to deliver enhancements to the modelling methods recommended in the Department's Transport Analysis Guidance (TAG).

About Us
DfT's Transport Appraisal and Modelling (TASM) division is the centre of transport modelling, economics and appraisal in DfT providing a cross-modal perspective, as well as maintaining and developing DfT's capability and guidance on transport modelling.
This is a fantastic opportunity to be part of the team that conducts strategic cross-cutting analytical work to help the wider Department by ensuring that we are working across all modes in an integrated way to connect people and places and improve transport for all.

Working hours, office attendance and travel requirements
Full time roles consist of 37 hours per week.
Whilst we welcome applications from those looking to work with us on a part time basis, there is a business requirement for the successful candidate to be able to work at least 30 hours per week.
This role is suitable for hybrid working, and therefore a combination of workplace and home-based working can be accommodated subject to business requirements. Hybrid working is a non-contractual arrangement where employees have the flexibility to work remotely combined with a minimum of 60% of their working time a month at either their principal workplace (one of the locations cited in the advert) or, when required for business reasons, visiting stakeholders and colleagues, or carrying out detached duty in another DfT workplace. There may be occasions where you are required to attend above the minimum expectation.

Person specificationWe are looking for an analyst who has strong programming skills, experience in developing and using models, understanding in data and data structure, excellent GIS and analytical skills, and knowledge of quality assurance. You will need to be able to communicate technical concepts to a range of audiences, both internal and external to the Department. You will have strong interest in programming and modelling, as well as be a keen learner on new skills and knowledge to support TASM's work.
You will need to demonstrate following experience:
- Analytical experience in developing and applying models to solve complex problems, e.g. demand forecasting.
- Experience of using programming language (e.g. Python) in undertaking complex analysis.
- Experience in presenting and communicating complex data and analyses clearly and tactfully to a range of technical and non-technical audiences, using the creation of visualisation (e.g. demonstration of skills in using GIS tools) in an authoritative, informative and engaging manner.
- Experience of effective project management, including managing complexity (e.g. prioritisation of tasks, working with incomplete data sets) and ensuring appropriate and proportionate quality assurance checks are implemented.
