About GDAS
The aim of the Gwent wide Adult Drug, Alcohol & Family Support Service is to engage drug and/ or alcohol users and/or their concerned others in a continuum of service provision in order to reduce substance related harm, physical dependence, related health problems and improve psychological, family and social functioning in all domains of the service users, carers and concerned others lives. This will include, engaging and assessing Service Users, brief interventions, outreach, Tier One training, Case Management, health promotion and harm reduction initiatives, detoxification programmes, needle exchange, maintenance and relapse prevention prescribing (prescribing is part of the wider treatment programme that addresses co-existing physical, psychological, social and legal problems) and aftercare services.
The service user group served is the population (including those who are homeless) within the five Local Authority areas in Gwent. The Service is provided for adult drug and / or alcohol users aged 18 years of age and over. This may include engaging with their families, concerned others, the wider community and other professionals (e.g. teachers, social workers, primary care staff, criminal justice agencies, etc.)
Those service users identified on initial screening who have current involvement with the Criminal Justice System are referred to the Drug Interventions Programme. Those service users will be care coordinated by the G4S Criminal Justice Integrated Team.
The project provides a recovery orientated service to maximise service delivery and outcomes. These services are provided in a non-judgmental, non-discriminatory, non-patronising and professional manner and in a way that demonstrates courtesy and respect for individuals using substances, and sensitivity to their personal situation and experiences.
For alcohol dependence a detoxification service supports clients who are assessed as suitable for alcohol community detoxification, through providing a safe and supervised withdrawal from alcohol. Clients will be screened for clinical dependence in line with ICD-10 diagnostic criteria to assess suitability, using the Severity of Alcohol Dependence Questionnaire (SADQ), a 20-item questionnaire designed by the World Health Organisation.

Role Purpose
- The Clinical Service Manager (CSM) will be responsible for managing the delivery of community based medical support services that provides a community detoxification service and access to medical prescribing for the treatment of drug and alcohol dependence. They will lead a team of nursing staff to deliver services in line with the Service Level Agreement, working closely and in partnership with the other elements of GDAS.
- The CSM will ensure that all services are delivered in line with Kaleidoscope's Operational Policies and Standard Operating Procedures (SOPs), ensuring that care is safe, undertaken to a high standard and informed by up-to-date practice.
- The post holder should therefore be committed to evidence-based practice, sound clinical governance and continual improvement, and have a desire to firmly embed these principles within the team.
- S/he will have strong management skills, and an ability to motivate and inspire team members
Key Duties & Responsibilities
The CMS will:
- Manage, motivate and lead the Community Prescribing Service staff team.
- Provide operational leadership which translates the strategic direction of the SLA into high quality service delivery for clients.
- Implement robust systems for reporting any untoward incidents, records of qualifications, accreditation and training, as well as supervision and Continuing Professional Development, complaints and positive feedback.
- Ensure that the service operates and is developed in a way that encompasses and promotes partnership and supports a holistic, multi-agency approach to the complex needs of this client group.
- Planning and implementing strategic changes to improve service delivery
- To collaboratively develop and implement effective and flexible clinical systems and structures.
- Be responsible for performance management at the operational level, ensuring that services collect, collate, and report the required information and data; identify areas of under-performance and planning and implementing actions to improve performance.
- Prepare and co-ordinate high quality written reports, and ensures that data recording and reporting requirements are fully met by the staff team.
- Lead with staff recruitment and human resource issues within the service.
- Co-ordinate the development of effective links with mental health, GP prescribing and other voluntary and statutory sector providers and agencies.
- Line manage key staff within the service.
- Lead with the implementation of Kaleidoscope and GDAS policies, procedures and protocols across the service, to ensure that safety and good practice is maintained for staff, other agencies and clients.
- Lead with clinical audits, service reviews and the evaluation of service user satisfaction for the service.
- Ensure case notes and other statutory records are up to date and kept in accordance with Kaleidoscope and GDAS policies and procedures/regional information sharing protocols.
- Working with the Finance Manager to set budgets and maintaining finances within tight constraints.
- Broker dispensing and supervised consumption with pharmacy partners and liaise with Community Pharmacies to ensure prescriptions are in place and monitored appropriately and in accordance with guidelines as detailed in ABUHB SubstanceMisuse Service Level Agreement for "National Enhanced Service Supervised Administration (Administration of Prescribed Medicines)".
- Work within the parameters of the NTA's substance misuse community prescribing guidelines
