Requirements of the role

The Independent Football Regulator (IFR) has been established to protect and promote the sustainability of English football, for the benefit of fans and the local communities football clubs serve.

The IFR will help improve financial sustainability of clubs, ensure resilience across the leagues, and safeguard the heritage of English football. It will operate a licensing regime; set corporate governance standards and monitor, protect, and promote financial resilience. It will also enforce compliance with requirements on financial regulation, club ownership and directors, fan engagement, and heritage protection.

The IFR will also have powers to prohibit clubs from joining competitions that are not fair or meritocratic, or that threaten the heritage or sustainability of English football.

The Supervision Function is rapidly expanding and is looking for candidates in multiple roles across the team:

  • Senior Supervision Analyst
  • Senior Financial Analyst
  • Senior Data Analyst

We are looking for general skills across all roles, as well as specific skills that are listed against each role description.

Senior Supervision Analyst
*Key Responsibilities*

  • Lead and manage projects and teams to deliver a range of supervisory duties effectively.
  • Oversee handling of regulatory cases, ensuring compliance and directly managing escalated cases/decisions/stakeholders.
  • Frequent stakeholder engagement, primarily with regulated football clubs but also competitions, fans and other related parties.
  • Contribute to supervisory strategies, making proposals and gaining agreement from seniors through appropriate governance structures.
  • Monitor and evaluate team performance against KPIs, and drive improvements.
  • Identify team training needs and support staff development.
  • Manage team resources, including staff time and budgets, efficiently.
  • Ensure the team adheres to regulations, policies, and procedures.

Senior Financial Analyst
*Key Responsibilities*

  • Support supervisors by analysing financial information across multiple clubs to assess financial soundness, identify emerging risks and inform supervision decisions
  • Gather, interpret and analyse complex financial statements, accounts and reports
  • Assess key financial components and come to evidence-based conclusions in line with regulatory frameworks
  • Support supervision, risk assessments and peer analysis
  • Prepare analytical reports and briefings for the wider supervision team and leadership
  • Translate complex financial data into clear, actionable supervisory findings
  • Liaise with entities on financial data and reporting issues
