Senior Quantity Surveyor – Highways / Water / Local Authority Building Works

Evans Construction & Civil Engineering Ltd is a growing, family-run contractor working across the Highways, Water and Local Authority Building sectors throughout Shropshire, Powys, Cheshire and the West Midlands. As we continue to expand, we are looking for a Senior Quantity Surveyor with strong experience in civil engineering projects—ideally highways and/or water industry—to help strengthen and develop our commercial systems from tender stage through to final account.

This is a key role within our commercial team, offering the opportunity to influence how we operate and to implement robust processes across estimating, cost control, applications, variations and reporting. We work in a collaborative, close-knit environment, so the successful candidate will be comfortable working in the office for part of each week. Hybrid working can be considered depending on the candidate.

The Role

We are looking for a proactive and experienced QS who is confident running the full lifecycle of projects from typically £1k to £500k. You will work across a mix of highways and water projects, along with local-authority building works including maintenance, refurbishments, and small-works schemes.

You will collaborate closely with our Contracts Managers, Estimating team and Directors, playing a key role in developing and maintaining structured commercial processes as the business grows.

Key Responsibilities

Tendering & Estimation

• Prepare tenders based on BoQs, schedules of work, and take-offs from drawings.
• Build up competitive estimates using estimating software.
• Produce clear and accurate bills of quantities.

Commercial Management

• Manage NEC and JCT contract requirements including early warnings, CE processes, valuations and final accounts.
• Handle variations, negotiate costs, agree change items and manage subcontractor accounts.
• Set up robust commercial systems and documentation to support project delivery as the business grows.

Procurement

• Obtain and assess supplier and subcontractor quotations.
• Review contract terms, scope and exclusions.
• Support procurement planning and resource allocation.

Project Collaboration & Documentation

• Work closely with Contracts Managers and Project Team to monitor costs, progress and risks.
• Prepare and submit interim applications and commercial reports.
• Ensure all commercial documentation is accurate, organised, and compliant.

What We're Looking For

• Demonstrable experience as a Quantity Surveyor or Senior QS on civil engineering projects.
• Highways and/or water industry experience strongly preferred.
• Experience working on building works for local authorities (repairs, maintenance, voids, refurbishments) beneficial.
• Knowledge and experience with NEC3/NEC4 and JCT contracts.
• Ability to work independently and take ownership of projects.
• Strong attention to detail and commercial acumen.
• Willingness to work in the Oswestry office at least part of each week (hybrid considered).
• Degree/HND in Quantity Surveying, Civil Engineering or Construction Management OR qualified by experience.
• Full UK driving licence.
