Job Purpose

The SHEQ Manager is the named competent person responsible for leading all Safety, Health, Environment, and Quality initiatives across LiBatt Recycling and the wider Recyclus Group. This is a strategic role that carries personal liability for regulatory compliance under environmental permits and holds direct accountability for ensuring operational excellence in a high-hazard lithium-ion battery recycling facility. You will be the driving force behind creating and maintaining a culture of safety, compliance, and continuous improvement.

Key Responsibilities

1. Environmental Compliance and Permit Management

  • Lead permit variation applications, including preparation of BAT (Best Available Techniques) assessments and supporting documentation

  • Maintain and manage Approved Battery Treatment Operator (ABTO) status and ensure ongoing compliance with battery regulations

  • Manage Transfrontier Shipment of Waste (TFS) / International Waste Shipments (IWS) notifications and documentation

  • Complete all environmental reporting requirements, including pollution control measures and battery waste management data

  • Oversee waste pre-acceptance and acceptance processes, ensuring compliance with Environment Agency requirements

2. Health and Safety Leadership

  • Develop, implement, and continuously improve health and safety policies for lithium-ion battery recycling operations

  • Conduct comprehensive risk assessments and identify control measures for high-hazard operations

  • Lead incident investigations, root cause analysis, and implementation of corrective actions

  • Develop and deliver safety training programmes for all operational staff

  • Ensure compliance with all relevant health and safety legislation, including DSEAR, COMAH, and CDM regulations

3. Quality and Management Systems

  • Own and maintain ISO 9001, ISO 14001, and ISO 45001 management systems

  • Lead internal and external audits to ensure ongoing certification and system effectiveness

  • Develop and maintain operational procedures, work instructions, and emergency response plans

  • Drive continuous improvement initiatives through data analysis and performance monitoring

4. Stakeholder Management and Reporting

  • Act as primary liaison with the Environment Agency, HSE, and other regulatory bodies

  • Prepare and submit regulatory reports, returns, and notifications to required deadlines

  • Provide strategic SHEQ guidance to senior leadership and operational teams

  • Build collaborative relationships across the business to foster a culture of compliance and sustainability

Essential Requirements

Qualifications

  • NEBOSH Diploma in Occupational Health and Safety (or equivalent qualification)

  • Lead Auditor certification in ISO 14001 and/or ISO 45001

Experience

  • Minimum 3 years' experience in hazardous waste management operations

  • Minimum 5 years' experience in a compliance-related leadership role

  • Proven experience managing environmental permits and regulatory compliance

  • Demonstrable experience implementing and maintaining ISO 9001, 14001, and 45001 management systems

  • Experience working with regulatory bodies such as the Environment Agency and HSE

Key Skills and Competencies

  • In-depth knowledge of UK environmental legislation and waste management regulations

  • Strong understanding of health and safety legislation for high-hazard industries

  • Excellent organisational skills with the ability to manage multiple competing priorities

  • Outstanding communication skills, with the ability to influence at all organisational levels

  • Strategic thinking combined with practical, hands-on problem-solving ability

  • Resilience and confidence to advocate for compliance requirements in challenging situations

Preferred (But Not Essential)

  • Degree in Environmental Science, Sustainability, or related field

  • Experience managing ABTO (Approved Battery Treatment Operator) processes

  • Experience with Transfrontier Shipment of Waste (TFS) or International Waste Shipments (IWS) administration

  • Background in battery recycling, energy-from-waste, or similar high-hazard waste operations

  • Professional membership (e.g., IOSH, CIWM, IEMA)
