We are looking for a Programme Manager to join our Energy Capital team and play a key role in delivering the Devolved Building Retrofit Pilot Programme.
This programme is part of the West Midlands' £167 million investment to support the region's ambition for a just transition to net zero by 2041. It will accelerate the retrofit of homes and buildings across the region, reduce carbon emissions, and support greener, more efficient communities.
As Programme Manager, along with the Head of Delivery Building- Retrofit, you'll lead the effective delivery of the Building Retrofit Pilot Programme from planning and development through to implementation and evaluation. You'll oversee multiple strategic and place-based projects, ensuring that each achieves its goals, delivers value for money, and contributes to the region's wider net zero objectives.
This is a significant and high-profile programme requiring strong programme management, collaborative leadership, and the ability to work with a wide range of stakeholders across the public and private sectors.
Please note this role is being offered a fixed-term contract until 30th September 2028.
What you will be doing.
- Manage the development and delivery of the Devolved Building Retrofit Pilot Programme, ensuring outcomes are achieved within budget and timeframes.
- Manage programme governance, reporting, and assurance processes, working closely with internal teams and external funders such as DESNZ and MHCLG.
- Oversee the creation and management of programme documentation, risk registers, and progress reports.
- Build and maintain strong relationships with local authorities, housing associations, and private landlords to enable effective place-based delivery.
- Lead and motivate the programme team, ensuring clear direction, collaboration, and alignment with WMCA values.
- Manage programme budgets, financial forecasting, and procurement activities, ensuring robust oversight and value for money.
- Identify and develop future project opportunities within the wider Building Retrofit programme.
- Capture learning and share best practice across WMCA and partners to inform future retrofit activity.
What's essential.
We're looking for someone who combines strong programme management expertise with a genuine interest in energy, sustainability, and place-based regeneration.
- Proven experience managing complex programmes, ideally within energy, construction, or development-led environments.
- Experience managing net zero or retrofit projects.
- Strong stakeholder engagement and partnership-building skills.
- Track record in successful programme delivery
- Experience developing systems and processes to support project appraisal, delivery, and monitoring.
- Excellent organisational, analytical, and problem-solving skills with high attention to detail.
- Experience managing budgets, risks, and assurance processes.
- A recognised Project or Programme Management qualification (APM, RICS, CIOB, or equivalent).
- Advanced IT skills including Excel and Microsoft Project.
- The ability to work flexibly and manage competing priorities in a fast paced environment.
- A full UK driving licence (essential car user).
Location.
The location for this role is Summer Lane with at least 2 days a week spent in the office.
