Role Overview

We are seeking an experienced and highly skilled QA/QC Manager to lead and oversee all quality assurance and quality control activities for large-scale refinery projects, from Front-End Engineering Design (FEED) through to the Engineering, Procurement, and Construction (EPC) phases. The successful candidate will be responsible for developing, implementing, and maintaining the Project Quality Management System (QMS) to ensure all project deliverables meet client specifications, industry standards, and regulatory requirements.

Key Responsibilities

  • Develop, implement, and manage the Project Quality Plan (PQP) and associated procedures for all project phases (FEED and EPC).
  • Lead and coordinate a team of quality professionals, providing guidance and oversight on all QA/QC matters, including inspections, audits, and non-conformance management.
  • Interface with clients, engineering disciplines, procurement teams, and construction contractors to ensure alignment on quality expectations and resolve any quality-related issues.
  • Oversee the review and approval of contractor and vendor quality documentation, including Inspection and Test Plans (ITPs), material certificates, and final handover dossiers.
  • Drive a culture of continuous improvement by analyzing quality data, identifying trends, and implementing corrective and preventive actions to enhance project execution and outcomes.

Required Skills and Qualifications

  • Bachelor's degree in Engineering (Mechanical, Chemical, or related field).
  • Extensive experience (typically 10+ years) in a QA/QC management role within the Oil & Gas or Petrochemical industry.
  • Proven track record of managing quality on large-scale EPC projects, with specific experience in refinery projects.
  • In-depth knowledge of international codes and standards (e.g., ASME, API, ISO 9001).
  • Strong leadership, communication, and stakeholder management skills.

Nice-to-Have Qualifications

  • Lead Auditor certification (e.g., ISO 9001).
  • Professional certifications such as ASQ Certified Manager of Quality/Organizational Excellence (CMQ/OE).
  • Experience with both FEED and full EPC project lifecycles.
