Climate Insulation Limited is seeking a detail oriented ECO Submission & Compliance Officer to manage and oversee all documentation, evidence collection, and submission processes under the ECO4 scheme. This role is crucial for ensuring projects meet Ofgem standards and pass compliance audits without rejection.

Key Responsibilities ECO Documentation & Submission

  • Collect, review, and validate all ECO4-required documents, including:
  • EPCs
  • PAS 2035 documents
  • Retrofit assessment/Retrofit designer reports
  • Install photos (before, during, after)
  • Occupancy assessments
  • Installer qualifications and certificates
  • Prepare submission packages for the ECO funder/administrator.
  • Upload documentation to portals such as:
  • ECO Hub
  • TrustMark
  • Funder submission portals

Compliance & Quality Assurance

  • Ensure all installations meet ECO4, PAS 2030:2019, and PAS 2035 guidelines.
  • Verify that all customer eligibility proofs (benefit evidence, DWP checks, LA Flex documentation) are complete and correct.
  • Identify and report compliance gaps to management.
  • Reduce the rate of submission rejections from funders.

Coordination and Communication

  • Liaise with retrofit assessors, installers, surveyors, and internal departments.
  • Follow up with field teams to collect missing evidence or photographs.
  • Communicate compliance updates and guideline changes to the team.
  • Support auditors during internal and external audits.

Data Management & Reporting

  • Maintain organized evidence folders for each job (digital filing).
  • Track job progress from survey → installation → submission → approval.
  • Generate weekly compliance reports for management.
  • Ensure data protection and accuracy across all documents.

Requirements Essential

  • Experience with ECO3/ECO4 submissions or similar auditing/compliance roles.
  • Strong understanding of ECO scheme requirements and Ofgem guidelines.
  • High attention to detail and accuracy.
  • Ability to work under deadlines and manage high-volume workloads.
  • Good communication and coordination skills.

Desirable

  • Familiarity with systems such as:
  • TrustMark Portal
  • ECO Hub
  • GD ORB
  • Funder submission platforms
  • Knowledge of PAS 2030 & PAS 2035 requirements.
  • Experience within insulation, renewables, or retrofit sector.
