Role description:
This role is being created to support the continued development of our Economic Growth and Development Advisory (EGDA), providing greater Senior Consultant level economic advisory capacity to undertake place-based economic analysis, strategy, appraisal, case making, impact assessment and evaluation.

EGDA is a multi-disciplinary team that sits within the Arcadis' Places Global Business Area. The team provides economic and development advice predominantly to public sector agencies including Local Authorities, Combined Authorities, Homes England, Higher Education and other clients across a range of sectors to help make informed place-based investment decisions.

Role accountabilities:
The role will involve working on a wide range of place-based projects, undertaking:

  • Evidence-based research to support place-based strategies and the strategic case for regeneration and development programmes
  • Stakeholder engagement and facilitation of workshops to identify place-based barriers, opportunities and priorities for investment
  • Data analysis to establish socio-economic baselines and estimates of initial and adjusted economic benefits
  • Economic Appraisals in line with HMT Green Book guidance
  • Economic impact assessments and evaluations
  • Development of investment propositions and prospectuses
  • Delivery of economic development advice verbally and via reports to clients.
  • Delivery of technical and narrative-led reports, action plans, and presentations

You will have time served experience in similar roles, most likely within a multi-disciplinary or specialist place economics consultancy, or the public sector. You will be familiar with the Green Book methodology and guidance for assessing value for money (VfM) and Magenta Book guidance on evaluation. You will have demonstrable experience in economic strategy and policy, business case development, impact assessments, and economic and financial appraisal. You will be able to point to examples where, throughout your career, you have made a successful case for investment in place-based regeneration, transit-oriented development or placemaking schemes.

An ideal candidate would both be able to work as a part of a team and work independently, as required. Our team works in offices across the country, so you should be comfortable in a hybrid (in-person and virtual) working environment. You should be analytical and bring a creative approach to finding the best solutions for clients.

Qualifications & Experience:

  • Preferred master's degree / Essential bachelor's degree in Economics, Economic Development, Finance, Geography, a Social Science, or a related discipline.
  • Ideally qualified as a Better Business Case Practitioner or other professional qualification in Economic Development
  • Experience supporting the development of proposals for clients or developing and selecting proposals for bidders
  • Ability to produce excellent written content, with careful attention to detail
  • Interest in economic development, placemaking, and issues affecting local and regional government
  • Experience in leading or contributing to the management of projects, ensuring delivery on time and within budget.
  • Proficiency in data analysis and visualisation tools such as Excel, GIS, or Power BI.
