Role Overview:

We are seeking a Programme Manager to play a pivotal role in supporting programme directors and leads in the successful delivery of complex products and services that are delivered by multiple teams or have high technical or political risk. This role is central to enabling effective planning, coordination, and delivery assurance across a complex, high-impact programme that underpins HMRC's core tax accounting and payment systems.

Job Responsibilities

  • Manage dependencies of varying complexity, potentially planning and feeding into larger programmes and portfolios
  • Remove blockers and manage risks, commercials, budgets and people
  • Balance objectives and redeploy people and resources as priorities change
  • Have an in-depth knowledge of Agile and other methodologies
  • Be responsible for understanding, managing and communicating to complex stakeholder groups, balancing priorities
  • Be the initial escalation point for the programme
  • Have an awareness of the bigger picture
  • Support the programme director by overseeing the delivery of their vision for the programme
  • Support and coach delivery managers

This role requires working to tight deadlines, attending face-to-face meetings that may require regular travelling across the country.

Essential Criteria

  • Significant experience of programme and project management and a track record of leading programme and project management functions in a policy or delivery context
  • Effective policy-making and problem-solving skills, with a track record of using sound judgement, evidence and knowledge to drive forward complex policy and project delivery initiatives.
