Role responsibilities
- Provide advice and expertise across the company and to relevant stakeholders on appropriate procurement strategies by conducting and advising on market analysis, potential and compliant routes to market and supplier engagement requirement, ensuring that all procurement is in line with the Sustainable Procurement & Supply Chain Policy, process, procedure and legislation.
- Lead and deliver procurement events by advising stakeholders of options, developing strategies, drafting relevant documentation, coordinating tender & evaluations, and based on this, making informed recommendations to assist TfW in achieving business objectives.
- Support project delivery, and where called upon leading programmes of work for TfW teams with desired outcomes, including establishing frameworks, ensuring TfW can achieve its business requirements and project outcomes.
- Support the shaping, implementation and management of the procurement process and procedures by working closely with the Head of Procurement and the team to ensure the organisation is procuring effectively and achieving demonstrable value for money.
- Encourage innovation and sustainable procurement in the supply chain by working closely with TfW Sustainable Development Team to ensure TfW and its supply chain are delivering in line with the Wellbeing of Future Generations Act.
Who we're looking for
- A relevant professional qualification such as relevant degree, MCIPS or MRICS or proven relevant experience.
- Good knowledge and experience working under Public and Utilities Contract Regulations and Non-regulated Procurement.
- Experience in delivering procurement events for a range of requirements and having procurement process responsibility in a fast-moving environment with challenging stakeholder expectations.
- Able to deliver category procurement and packaging processes to drive sound sustainable procurement outcomes.
- Experience in the transport sector.
Welsh Language Skills
The ability to speak/write Welsh would make a great addition to your application, but it is not essential for this role. Transport for Wales supports and promotes the use of the Welsh Language by employees and will encourage them to develop, improve and maintain their Welsh Language skills. We fully support our people who want to improve their Welsh language skills, and personal development for Welsh Language skills are offered in a variety of ways such as online learning, classroom courses and funding attendance at local community courses.

Cyfrifoldebau'r swydd
Bydd yr Uwch Reolwr Caffael yn gyfrifol am gyflawni gofynion caffael cymhleth a gwella polisïau a phrosesau caffael yn barhaus, gan weithio ar draws Trafnidiaeth Cymru (TrC) i sicrhau cydymffurfiad â deddfwriaeth berthnasol a datblygu'r tîm fel y bo'n briodol.
Ysgwyddo perchnogaeth dros biblinellau caffael ar draws TrC a'u cynnal a'u cadw drwy weithio mewn partneriaeth â phob Cyfarwyddiaeth wrth ddatblygu, rhaglennu a goruchwylio gweithgareddau er mwyn llywio a datblygu gweithgarwch caffael y sefydliad. Rheoli, hyfforddi a mentora tîm o staff caffael sy'n ymgymryd ag ystod eang o brosiectau a thasgau wrth ddarparu gwasanaeth caffael mewn ffordd gyfrifol a chost-effeithiol, gan gyfrannu at feithrin y tîm a chynghori ar yr arferion gorau er mwyn cyflawni'r canlyniadau a ddymunir ar gyfer y prosiect.
