The Opportunity:
Braintree District Council is embarking on an exciting transformation journey and move into a unitary Authority in 2028, and we are looking for an experienced
Learning and Development Officer
to join us on this journey.
In this key role, you will work closely with our L&D Business Partner to make an impact on the growth and development of our people.
You will play a key role in fostering a culture of continuous learning across the Council and your responsibilities will include supporting and delivering a wide range of L&D activities, building strong partnerships with external training providers. With a strong focus on digital learning, you will also develop and maintain our learning management system, championing self-directed learning and ensuring the platform meets our evolving needs.
You will work with our L&D Business Partner and internal stakeholders, using your expertise, to identify current and future skills requirements and then design and implement impactful learning initiatives that align with our values and behaviours.
The role also involves supporting the recruitment and development of apprentices across various services, and leading on dedicated training and development solutions to enhance our Councillors' skills and knowledge.
Job Accountabilities
- Manage and develop the Learning Management System (LMS) embedding the use of the system across the organisation.
- Assist in the development of high-quality training solutions ensuring course content is up to date and relevant as well as understanding training trends and technologies to incorporate into training/course material, that meet the diverse needs of the workforce
- Support the L&D Business Partner in providing guidance and support to all employees to help them achieve their full potential and develop their careers within the organisation embedding a culture of continuous learning.
- Support the L&D Business Partner in identifying current and future skills requirements and in the development of an organisational-wide training plan that supports all employees.
- Plan and co-ordinate virtual or in-person training sessions organising external trainers where needed.
- Work closely with the L&D Business Partner and HR to integrate wellbeing and EDI principles into all learning and development activities ensuring they reflect the Councils commitment to wellbeing and EDI.
- To assist the L&D Business Partner with the running of BDC's Apprentice Programme.
- Support the ongoing development of Apprentices through a variety of L&D activities.
- To provide advice and support to employees and managers, where appropriate, on L&D queries and enquiries.
- Ensure accurate records of training delivered are available including developing and running reports as required.
- To support the team in the management of content of the L&D intranet pages.
- Process invoices, raise purchase orders and record spend to assist with monitoring the L&D budget, ensuring value for money and effective use of resources.
- Keep up to date with latest procedures and best practice in delivering learning and development through networking opportunities and regulatory requirements.
- Manage and develop the member development training programme requirements via the Learning Management System to help Members deliver effectively in their roles.
- Co-ordinate the Member Development Working Group to develop a clear understanding of member development training requirements including annual analysis of member training needs.
- Support the development of the Member development strategy with the Member Development Working Group outlining how the Council develops its members capabilities, skills and competencies.
- Support the planning, development and delivery of the member development evening programme, maintaining attendance records for Governance and organising post-course reviews to gather feedback and implement improvements.
Experience:
We are looking for someone with experience in a similar role, ideally in a local authority or public sector setting. Essential requirements include experience in delivering impactful learning programmes, managing a learning management system, and strong IT skills, including data analysis and using metrics to drive improvements. Excellent communication, organisational, and time management skills are a must, along with a positive, proactive attitude and a strong team-oriented approach.
