Job Overview
The post holder will lead a multidisciplinary team alongside colleagues in ORSS, subcontracted and other partners/organisations paying special and constant attention to ensuring CNWL and ORSS staff work in an integrated way to develop a 'One Team' approach and actively intervene where silo working practices start to embed. To provide high quality healthcare services that are constantly reviewed to ensure they meet the needs of children in custody and that includes the involvement of

service users and family in planning care and services.

Main duties of the job

  • The post holder will have responsibility for the management and delivery of integrated health services within ORSS.
  • The post holder will work with the Head of CYPSL and HJS Directors to ensure that the strategic direction is effectively implemented at operational level
  • To lead change management in the implementation of service development strategies
  • The post holder will directly monitor and co-ordinate the work of the healthcare team and be responsible for the delivery, performance and effectiveness of the service
  • Through inspirational leadership, the post holder will lead in the development of future plans, standards and systems for secure settings health services. This will be achieved by working collaboratively with the Commissioning Team and ORSS Director and team
  • The post holder will be responsible for the healthcare budgets and ensure services are delivered according to the commissioned requirements
  • To identify and participate in the tendering for new business opportunities
  • As a member of the Senior Management team, contribute to the establishment of new services that meet national and local requirements
  • To be aware of Oasis Restore Secure School Operational policies ( for example ORSS Restorative Policy, ORSS Assessment and Formulation Policy, Oasis Restore Framework) actively contribute to their implementation within the healthcare team and subcontracted partners.

Detailed Job Description And Main Responsibilities
Job Purpose:

  • The post holder will have responsibility for the management and delivery of integrated health services within ORSS.
  • The post holder will work with the Head of CYPSL and HJS Directors to ensure that the strategic direction is effectively implemented at operational level
  • To lead change management in the implementation of service development strategies
  • The post holder will directly monitor and co-ordinate the work of the healthcare team and be responsible for the delivery, performance and effectiveness of the service
  • Through inspirational leadership, the post holder will lead in the development of future plans, standards and systems for secure settings health services. This will be achieved by working collaboratively with the Commissioning Team and ORSS Director and team
  • The post holder will be required to deputise for the Head of CYPSL where appropriate and contribute to the management of operational requirements of ORSS.
  • The post holder will be responsible for the healthcare budgets and ensure services are delivered according to the commissioned requirements – this will include managing the contracts in place with relevant sub-contracted services
  • To identify and participate in the tendering for new business opportunities
  • To deliver robust financial management in line with Service, Divisional and Trust targets, including the realistic Cost Improvements Programmes (CIP)
  • To prepare accurate financial information, in liaison with the Finance Department for inclusion within business cases and bids, as and when they arise
  • As a member of the Senior Management team, contribute to the establishment of new services that meet national and local requirements
  • To ensure staffing levels and skill mix fully and effectively meet the needs of the service, within financial constraints
  • To chair panels (disciplinary, grievances etc) within the service area and elsewhere in CNWL as requested
  • To investigate complaints and liaise with service users/carers
  • To be aware of Oasis Restore Secure School Operational policies ( for example ORSS Restorative Policy, ORSS Assessment and Formulation Policy, Oasis Restore Framework) actively contribute to their implementation within the healthcare team and subcontracted partners.

Principal Duties:

  • To lead in the planning and development of healthcare within ORSS
  • The post holder will work with the ORSS Director and the HJS Senior Management within CNWL to manage the delivery of high-quality healthcare. This will include informing service specifications and monitoring outcomes and ensuring key performance indicators are monitored and met
  • To manage integration of health care services, developing and maintaining effective systems for performance and quality management in response to legislation, national priorities and National Service Frameworks, taking remedial action where necessary. This will include taking action required to improve service delivery and reporting these to the Head of CYPSL, commissioners and Director as appropriate.
  • To monitor and review sub-contracted services and make recommendations regarding changes and improvements to the service level agreements
  • To actively promote equality issues in day to day activities and standards of practice across health services within the school setting
  • To ensure a whole systems approach to the delivery of healthcare within a school setting
  • To participate actively in the partnership agenda
  • To manage and monitor allocated budgets in accordance with Financial Regulations ensuring value for money and adherence to expenditure limits and to ensure that service and financial performance is regularly reviewed
  • To ensure that Clinical Governance is a key component of all services and informs all action

plans. This will include demonstrating the continuous improvement of services provided to

meet YOI population needs

  • Maintain and develop healthcare services that ensure all elements of the service delivery are complaint with the Healthcare Commission Standards; this will include infection control standards
  • To manage the services in such a way as to minimise risk to the health and safety of all staff and children. This will include ensuring all agreed policies and procedures are implemented
  • To ensure appropriate patient/public/family involvement in the planning and development of services
  • To build and develop collaborative working relationships with the HJS Clinical Directors, Lead Nurses and other senior personnel within ORSS and other key services and stakeholders
  • Working in conjunction with the CNWL Learning and Development Team to ensure the development, delivery and implementation of a Training Strategy and Training Plan, in order that staff are trained and developed, and that national and local training priorities are met
  • To participate in on call rotas as required

Professional:

  • To act as Professional Lead where required and where appropriate to professional background
  • Ensure professional leadership across all professions within the healthcare team at ORSS

Managerial:

  • To manage staff effectively and support your manager team to ensure that the formal process of Appraisal, Supervision and Performance Management is operating effectively as a two way process that is positive and enabling all staff develop and provide feedback

Research and Development:

  • To ensure services are provided in accordance with agreed standards
  • Participate in Service Line and Divisional wide special projects, research, clinical audit and surveys
  • To ensure that service delivery is in line with evidence based practice
  • To ensure the service complete at least one Quality Improvement project per annum.

Personal Responsibility:

In order to fulfil the job responsibilities and the environment in which these responsibilities are carried out, the post holder is required to;

  • Keep accurate and professional records and information about staff, patients and clinical care, using the document based and computer based systems in operation in the Trust
  • Take responsibility in the team for the security and confidentiality of personal and sensitive information about CNWL, YOI Feltham staff, partners and patients, through adherence to relevant policies and protocols and authorised use of keys, smartcards and passwords

Education and Criteria

Essential criteria

  • Registered Nurse or any other professional qualification
  • Educated to degree level or above or equivalent.

Desirable criteria

  • Management Qualification
  • Evidence of continuing professional development

Previous Experience

Essential criteria

  • Experience of a senior management position within healthcare services at Band 8A or equivalent
  • Proven experience and achievement in managing a multi-disciplinary team including senior managers and clinicians
  • Experience of organising and chairing steering groups
  • Experience of writing Business cases
  • Experience of policy development and strategic planning and clinical governance development, resulting in change management projects/programmes
  • Experience of successful inter-agency partnership working
  • Experience of working within statutory and other regulatory frameworks within which health and social care services operate and translating these at an operational level
  • Experience of developing programme designed to improve user carer involvement
  • Experience of managing a diverse workforce

Desirable criteria

  • Ability to negotiate complex contracts with the approval of the Director.
  • Some experience and understanding of a criminal justice setting
