Be a part of our cost and commercial management centre that spans our five global hubs, where we oversee major events and infrastructure programmes of work for world leading organisations across the public and private sectors.

The estimating function shall ensure that cost plans are robust, integrated, represent value for money, and are supported by consistent internal and external benchmarking data. It will also ensure that the scope of services is held as an integrated baseline (scope, cost and time) within infrastructure project controls systems. The estimating function shall also assist in pricing risk and change values.

Project Scope:

• An exciting opportunity to join the Cost & Commercial Management team working within Water Sector with our key strategic client. The role is primarily focused on lifecycle costing but will interface closely with Estimating and Carbon services.

Typical duties will include:

• Providing specialist lifecycle cost advice and optimisation of whole-life costs and performance for a range of projects and assets, including whole-life/ lifecycle cost models and options appraisals tailored to projects and clients
• Providing whole-life cost outputs and data to support economic and business cases
• Providing LCC advise and models for infrastructure projects
• Providing bespoke advice to clients including research and data gathering, quantitative analysis (including lifecycle, energy and risk models), data analysis and evaluation, facilitation of workshops
• Conducting feasibility studies, advising on procurement strategies and contract selection, writing and undertaking procurement reports. Applying the value management techniques at the outset of a project.
• Managing, estimating and cost planning activities to include taking ownership of and presenting the final cost plan.

Your knowledge, experience and skills need to include:

• Consultancy/commercial experience with specialist expertise in whole-life and lifecycle costing in construction and/or infrastructure and working alongside the Carbon estimators/SMEs.
• Good understanding of WLC measurement, calculations, modelling and able to articulate principles across the team at all levels.
• Experience in handling data required for Whole Life cycle costing, including the analysis of large volumes of data in the preparation of models, reports and economic appraisals
• Knowledge of value engineering and life cycle costing.
• Experience in supporting and/or managing projects.
• Demonstrable ability to take ownership of tasks and work with overlapping/tight deadlines, delivering outputs in an accurate and timely manner
• Good technical writing, client-facing and communication skills (both internal and external), and commercially astute with strong presentation skills
• Ability to review information quickly and efficiently, taking initiative and making decisions using an appropriate mix of analysis and judgement
• Comfortable working in teams, developing more junior members of staff, sharing knowledge and skills and networking within the business as well as externally.
• Energetic and dynamic, capable of delivering to plan but also able to react flexibly to changing circumstances
• Ability to introduce innovative approaches that can be used to improve performance, reduce costs, increase quality, improve business processes and provide clear rationale and supporting data to justify solutions
• Understanding of hot topic issues such as Sustainability, Social Value, Carbon Reduction impacting Public Sector
  Capex V Opex Cost Analysis/ advice

Qualifications:

• Minimum 2:1 at degree level, in any discipline
• Proficient in MS Office suite (particularly Excel), with general strong IT skills

Desirable:

• A degree in quantity surveying/cost management or equivalent.
• Professional membership i.e. MRICS/RICS.
