The Chief Finance Officer (CFO) is a key role in the Veterinary Medicines Directorate (VMD), reporting to the Chief Operating Officer and accountable to the Chief Executive Officer of the VMD.

As CFO, you will be responsible for all financial operations, including strategic financial planning, risk management, budgeting, and reporting. You will provide financial advice for decision making and act as a key partner to the CEO and others to achieve business goals.

Job description

You will have autonomy to lead the team responsible for the management of VMD's finances. You will provide financial advice and support to VMD's senior leadership team, ensuring compliance with statutory obligations, internal control and achieving key financial obligations.

Main duties

  • Develop long-term financial plans and strategies that align with the VMD's business objectives.
  • Manage cash flow, revenue, expenses, and ensure the VMD maintains healthy financial operations.
  • Identify and manage financial risks, including business risks and potential financial losses.
  • Oversee the preparation of accurate and timely financial reports and statements for internal and external stakeholders.
  • Achieving key annual statutory deliverables, audit sign-off of the Annual Report and Accounts (ensuring reporting meets legislative, HM Treasury and IFS standards), an annual budget, and analysing the fees and charges required to recover costs.
  • Accurate financial reporting to Defra by the required deadlines, including monthly management information, income and expenditure reports and 'transparency' spend data.
  • VMD Counter Fraud Officer, raising awareness of potential fraud and working closely with the Defra counter fraud team.
  • Collaborate with the CEO and others to make sound financial and business decisions.
  • Create detailed financial forecasts and manage the VMD's budget to ensure it aligns with strategic goals.
  • Providing financial support and help to deliver teams responsible for budget areas and developing their financial awareness.
  • Lead the financial workstream of the income generation project working with others across Defra and VMD policy teams.
  • Overseeing the financial workstream of the synergy transformation programme.
  • Drive continuous improvement in relation to financial operations and embedding efficient processes and tools.
  • Member of the VMD's Senior Leadership Team, Management Board, and Audit and Risk Assurance Committee.
  • Lead a team of approximately 10 staff.
  • Comply with ISO 9001 (quality management) and ISO information security) standards, and GDPR and record management requirements.
  • Act corporately – meeting, role-modelling, embedding, and championing the corporate objectives set by the VMD.
Person specification

You must have:

  • experience of leading a team strategically and operationally
  • have broad senior level finance experience of working in a complex organisation have experience of producing the annual accounts, requiring strong technical
  • accounting skills, with up-to-date knowledge of accounting standards, able to engage with external audit (NAO) to achieve unqualified audit opinion
  • have a proven track record of creating a common purpose and instilling
  • organisational values and behaviours that promote a corporate vision, are positive about change and committed to the delivery of the strategic vision
  • be able to brief and engage at board level
  • be skilled at evaluating complex financial issues
  • have experience of presenting to non-finance colleagues
  • be an effective communicator, capable of working with a range of staff from other disciplines in a highly collaborative manner
  • have experience of risk management, audit and other relevant organisational governance.
  • IT skills: proficient in the use of Microsoft Office 365 packages, particularly Word, Excel, PowerPoint and Outlook. Able to navigate the internet and learn to use the VMD's bespoke IT systems.

Sift

Scoring for all criteria for the application is from 1 to 7 – A score of 4 and above will progress to interview unless there is a large number of applications, if so an initial sift will be conducted using the Personal Statement. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.

The panel may agree a benchmark score higher than 4 with a rationale for the decision. Any candidates applying under the Guaranteed Interview Scheme who scores 4 or above on all of the criteria will be offered an interview.

Contract

This role isn't suited to a home-working contract.

Salary

New entrants to the Civil Service are expected to start on the minimum of the pay band.

If you are new to the civil service, or coming back into the civil service, you will start on the advertised starting salary. You must be in post by 1st April to qualify for that year's pay rise.

The internal roles rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.

Fully Qualified Accountants Allowance: - An Accountancy Allowance is payable monthly, in addition to contractual base pay, and subject to annual review.

Working Pattern

This is a full-time post. It may be possible for individuals to fill these roles on an 80% FTE basis, but no less due to the tight time constraints of the work commitments.

Location and travel

This role will be contractually based at the VMD in Weybridge, KT15 3LS. This is a fixed location; the VMD does not use hubs located elsewhere in the UK.

You will be expected to spend at least 60% of your working time in an organisation workplace with the option to work the remaining time flexibly from home. Organisation workplace includes the VMD office as well as time spent at other locations for meetings, conferences, and field-based activities. This is a non-contractual agreement which is consistent with common Civil Service expectations.

Travel costs to non-contractual workplaces will be subject to departmental travel and subsistence policies. Travel costs to contractual workplaces are the responsibility of the employee.

The successful candidate will be required to carry out all their duties from a UK location and cannot do so from an overseas location unless they have permission to do so.

Residency Requirements and security vetting

All posts require the successful candidate to hold Counter Terrorist Check (CTC) security clearance. Job offers are based on merit. Security vetting will only take place after the receipt of a job offer. Candidates will need to meet the residency requirements of residing in the UK for 3 years prior to the CTC application being submitted.
