Job Purpose
As the Chief Technology Officer of ICE Clear Europe, a UK-based Central Clearing Counterparty (CCP), you will be responsible for leading and delivering on the organisation's technology strategy. You will oversee all aspects of the technology service and manage the delivery of strategic objectives, with responsibility for ensuring that business and technology changes are properly planned, coordinated and tested, and that ICE Clear Europe (ICEU) has robust, resilient and well-designed systems to support its needs and those of its customers. You will be leading transformation initiatives to create market leading clearing, treasury and risk management infrastructure.

The CTO's remit extends across ICEU's whole business, working closely with the President, COO, and Heads of Risk, Treasury and Operations in particular, as well as other Executive Management Team members across the Intercontinental Exchange (NYSE:ICE). The job holder will possess the right balance of business and IT understanding, people management, stakeholder engagement and project delivery skills and experience.

Responsibilities

  • Lead and execute ICE Clear Europe's technology vision and roadmap in alignment with regulatory obligations and business strategy across the ICE Group. The focus will be on enhancing market competitiveness, building cutting edge risk management infrastructure, improving operational efficiency, and system robustness.
  • Lead broad and high-performing Project Management, Business Analysis, Testing and Regulatory Reporting teams, promoting continuous improvement and learning.
  • Ensure effective project and change management, from prioritization, requirement gathering and planning through to delivery, including coordination with both internal and external stakeholders and progress reporting to the Senior Management Team.
  • Oversee the design, implementation, and maintenance of mission-critical clearing systems, ensuring high availability and fault tolerance. Establish clear KPIs and performance metrics for technology delivery and service levels.
  • Promote and support best practice in internal testing of technology and process changes across the Clearing House, including quality and consistency of testing scope, execution, evidence and documentation, such that change implementation risk is minimized.
  • Support the management of relationships with key technology vendors, clearing members, clients and regulators.
  • Overseeing the provision of externally facing test environments and support for Clearing Member and vendor testing needs.
  • Supporting ICEU's maintenance of compliance with regulatory reporting requirements, including technology needs to support those requirements.

Knowledge And Experience

  • Excellent leadership, communication, and stakeholder management skills. Comfortable engaging both in senior forums like Board and regulatory meetings as well as at technical staff levels.
  • Proven experience as CTO or in a senior technology leadership role, preferably in risk management, treasury, market infrastructure or post-trade services, especially at banks, Clearing Houses/Exchanges, or Clearing Members.
  • Highly organised with proven track record of technology and solution delivery, and problem solving. Strategic thinker with a hands-on approach to technology delivery.
  • Experience in leading large and complex programs and new initiatives.
