Description

The Parish of St Helier is seeking a dedicated and proactive Streets Inspector to join our Infrastructure team. In this key role, you will manage and oversee health and safety across roads and open spaces, ensuring the Parish remains safe, welcoming and well-maintained for residents, traders and visitors.

You will act as the main public-facing link between the Parish and the community, delivering a responsive, high-quality service, addressing concerns promptly and upholding consistent standards. You will support compliance with legislation, policies and best practice, translating strategic direction into practical schemes and contributing to consultation and analysis to drive continuous improvement.

A vital part of the role is building strong working relationships with partner organisations within and beyond the Parish, helping to enhance the overall quality of life for parishioners.

Key Responsibilities
  • Carry out regular inspections of roads, parks and open spaces, arranging repairs where required.
  • Assess and approve road opening, closure and traffic management applications, ensuring compliance with legislation and safety standards.
  • Liaise with utility companies, contractors and developers to coordinate works and minimise disruption.
  • Respond to public safety concerns and take appropriate action to protect the public.
  • Monitor scaffolding, obstructions and al fresco areas to ensure compliance with Parish regulations.
  • Support traffic and speed monitoring activities and assist with surveys and site inspections.
  • Manage a range of operational tasks, including signage, skips, encroachments and seasonal duties such as Visite du Branchage.
  • Oversee Parish street lighting contracts and explore improvements in lighting technology.
  • Participate in the out-of-hours on-call rota and provide cover for the Assistant Streets Inspector when required.
Skills Knowledge and Expertise
  • GCSE-level education or equivalent, with experience or studies in construction or civil engineering; technical qualifications are an advantage.
  • Good understanding of Parish operations, Parochial Laws and Road Traffic legislation, with the ability to apply relevant regulations.
  • Strong communication skills with the ability to deal effectively and politely with the public and produce clear written reports.
  • Proven problem-solving ability, particularly in relation to health and safety on the highway.
  • Ability to work under pressure, manage competing priorities and meet deadlines.
  • Competent IT user, especially Microsoft Office; knowledge of Trafficworx or mapping systems is beneficial.
  • Experience in a similar technical or operational role, with a track record of monitoring and improving service delivery.
  • Ability to work with a wide range of stakeholders and interpret legislation to provide informed advice.
  • Full driving licence and willingness to take part in the out-of-hours emergency call-out rota.
