Highway Enforcement Officer
within the Licencing and Street Trading Team at Birmingham City Council.
Join a dynamic team dedicated to maintaining the integrity and safety of the city's highways. This vital role involves conducting enforcement activities to ensure public compliance with statutory provisions, investigating complaints, and taking decisive action to resolve infringements. You'll collaborate with regulatory teams, oversee licensing compliance, and respond to public concerns, all while tracking enquiries in line with customer service standards.
Staying up to date with legislation and best practices, you'll provide expert advice to stakeholders and play a crucial part in shaping policies and procedures. With opportunities to contribute to special projects and initiatives, as well as encourage responsible business practices, this role offers a unique blend of enforcement, public service, and policy development—making a real difference in the city's environment.
What You Will Do
- Investigate complaints and infringements relating to highway activities, taking or recommending appropriate action in line with legislation and Council policies.
- Ensure the safety of the city's highways for all users through effective monitoring and enforcement.
- Identify and take enforcement action against unlicensed shop fronts, tables and chairs, and businesses breaching pavement licence conditions.
- Collaborate with regulatory teams, overseeing licence compliance
- Investigate and enforce against unauthorised street trading or breaches of trading consents and conditions.
- Conduct interviews under caution and prepare witness statements in line with the Police and Criminal Evidence Act 1984.(PACE)

About You
- Have a full UK driving licence and have the ability to travel across a wide geographical area in a timely manner at various times.
- Handle complex situations with professionalism and tact when dealing with members of the public
- Have excellent problem solving skills
- Manage and prioritise workload using risk assessment techniques
- Have strong IT skills particularly in the use of Microsoft Office Applications
- Have knowledge and understanding of relevant legislation and codes of practice including Highways Act 1980, Police and Criminal Evidence Act 1984 (PACE)
