To help deliver PINS' Strategic Plan, we're excited to introduce a brand new role: Inspector Training Delivery Manager. We're looking for an experienced professional with expertise in learning and development or a related field such as education, training, organisational development, or human resources. If you have transferable skills and a passion for developing people and driving impact, we'd love to hear from you. In this role, you'll take the lead in shaping and delivering a high impact training programme for Planning Inspectors and Appeals Planning Officers. In this pivotal role, you'll be at the heart of professional development designing and coordinating training that ensures excellence across all areas of casework. From tailored programmes for new Inspectors to ongoing learning for experienced professionals, you'll make a real difference to the quality and consistency of our work.
You'll work collaboratively across the organisation to identify learning needs, create engaging and practical solutions, and deliver innovative training content that inspires confidence and capability. Job descriptionYou will play a key role in contributing to the Planning Inspectorates mission to provide consistently timely, high-quality and cost-effective decisions, recommendations and advice to develop the capabilities of our Inspector profession through managing Inspector training delivery.
Through applying strong leadership, learning and development and project management capabilities you will be responsible for designing, delivering and evaluating impactful training programmes to support the Planning Inspectorate in achieving our strategic ambitions.
You will gather and act on insights through developing strong and collaborative stakeholder relationships and analysing data to inform learning needs. You will lead on developing and delivering blended learning aligned to the needs of the Planning Inspectorate and based around learning and development best practices, adult learning principles, and the importance of diversity, equity, and inclusion in training.
Through a project management and supplier management lens, you will lead on coordinating trainers, venues, and resources drawing and provide support and insight into wider changes relating to our Inspector learning offer.
You will play a key role in shaping the future of the Planning Inspectorate and contributing to the quality, performance and workforce planning of our Inspector profession through using learning data and insight to inform organisational decisions.
Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. Internal rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
This role is being advertised at SEO Grade.
Working hours:
Standard working week is 37 hours, flexible working hours policy available.

Office Attendance
This role is contractually based in Bristol at Runway East, Temple Meads. Essential Criteria
- Qualification or professional accreditation in education, training, learning and development, human resources, or a related discipline (e.g., PGCE, Level 5 CIPD or above). We will also consider candidates who do not currently hold these qualifications but are willing and able to attain them within a two year period of appointment.
- A proven track record of developing, managing and delivering blended training programmes in a professional or corporate environment.
- Knowledge of learning and development best practices and adult learning practices.
- Knowledge of digital learning tools and e-learning platforms.
- Understanding of diversity, equity and inclusion in training.
- Knowledge of training evaluation methods.
- Experience of project management.
- Adept at adapting to and delivering against multiple priorities.
Desirable Criteria
- Knowledge and experience of the town and country planning system.
- Project management qualification.
- Knowledge of change management principles.
