The Client

Our client, a well-established international bank, is seeking a Business Continuity and Operational Resilience Manager to lead the ongoing development, implementation, and management of the organisation's Business Continuity Management (BCM) and Operational Resilience (OR) framework. This is a pivotal role responsible for ensuring the bank remains resilient, compliant, and fully prepared to respond effectively to potential business disruptions.

Key Responsibilities

Business Continuity & Operational Resilience

  • Develop, implement, and enhance the organisation's BCM and OR frameworks in line with regulatory requirements and industry best practice.
  • Own and maintain the bank's BCM and OR policies, ensuring they remain current and effective.
  • Lead and coordinate Business Impact Analyses (BIA) across departments to identify critical processes, recovery objectives, and dependencies.
  • Support business areas in developing departmental and organisation-wide Business Continuity Plans (BCPs).
  • Advise on appropriate recovery strategies that align with business and regulatory objectives.
  • Collaborate closely with IT to align disaster recovery planning with business needs.
  • Ensure full compliance with UK financial services regulations (e.g. FCA, PRA, Bank of England).
  • Produce regular reports and dashboards for senior management on the effectiveness of the BCM and OR framework.

Risk Assessment & Governance

  • Identify potential threats and assess risks to business continuity, proposing mitigation strategies where required.
  • Conduct periodic risk assessments and scenario analyses to test resilience measures.
  • Work closely with Risk, Compliance, and Legal teams to embed BCM and OR within the organisation's wider risk management framework.
  • Support internal communications and awareness related to resilience and crisis management.

Documentation, Testing & Training

  • Maintain accurate, accessible, and up-to-date BCM and OR documentation.
  • Design and deliver training and awareness sessions for staff across the organisation.
  • Plan and execute regular drills, simulations, and scenario-based exercises to test preparedness.

Incident & Crisis Management

  • Act as a core member of the Crisis Management Team, supporting response coordination and communications during incidents.
  • Conduct post-incident reviews to identify lessons learned and enhance future response strategies.

Continuous Improvement & Third-Party Oversight

  • Develop and deliver the annual BCM and OR programme of work.
  • Provide subject matter expertise to ensure third-party arrangements include appropriate resilience and exit strategies.
  • Monitor industry developments, emerging risks, and evolving regulatory expectations.
  • Promote a strong culture of resilience and continuous improvement across the organisation.

Candidate Profile

  • Strong experience in business continuity, operational resilience, or risk management within the banking or financial services sector.
  • In-depth understanding of UK regulatory frameworks (FCA, PRA, Bank of England).
  • Proven ability to design and implement robust BCM and OR frameworks.
  • Excellent communication and stakeholder management skills, with experience engaging at senior levels.
  • Professional certifications in Business Continuity or Operational Resilience (e.g. CBCI, MBCI, ISO are desirable.
