Main Purpose of Job

To lead, coordinate, and deliver competitive, compliant, and well-presented proposals, tenders, and RFQs across Offshore Wind, Oil & Gas, Nuclear, and Defence sectors.

The Proposals Manager ensures all submissions accurately represent N-ERGISE's technical capability, commercial strength, and commitment to quality and safety.

This role also supports business development, helping to identify new opportunities, strengthen client relationships, and drive growth within the UK and international markets.

Responsible to: Managing Director

Responsible for: Tendering & Proposals Coordination, Document Control (bid content), Bid Data Management

Liaison with: Operations, Commercial, Finance, HSE, QA/QC, HR, and Project Delivery teams across UK and Dubai.

Key Tasks and Responsibilities

Tendering & Proposals

  • Manage the full lifecycle of tenders and RFQs from enquiry to submission.
  • Review client documentation and identify technical, commercial, and contractual requirements.
  • Prepare and submit compliant proposals under NEC3/4, LOGIC, and ideally FIDIC contract forms.
  • Coordinate multi-discipline inputs from Painting, Insulation, Scaffolding, Rope Access, Welding, Inspection, E&I, and HVAC leads.
  • Produce technical write-ups, execution methodologies, resource plans, schedules, and bid clarifications.
  • Develop pricing schedules with the Commercial and Operations teams.
  • Maintain and update the company's Tender Tracker, proposal library, and lessons-learned database.
  • Manage and maintain pre-qualification data for external supply-chain systems such as Achilles UVDB, FPAL/JQS, and client vendor registration portals, ensuring all company information, certificates, and policies remain current and compliant.
  • Ensure proposals are professionally formatted and aligned with company branding.
  • Lead post-submission reviews and feedback analysis to improve win rates.

Commercial & Business Development

  • Monitor tender portals, frameworks, and client announcements for new opportunities.
  • Support pre-bid client engagement, expressions of interest, and capability statements.
  • Assist in developing pursuit strategies for target clients in Wind, O&G, Nuclear, and Defence.
  • Maintain CRM/pipeline databases and contribute to market intelligence reporting.
  • Collaborate with management to refine pricing, win themes, and margin strategy.
  • Support marketing and presentation materials for client meetings and exhibitions.

Collaboration & Reporting

  • Liaise closely with internal departments to ensure technical accuracy and commercial alignment.
  • Support UK and Dubai operations in joint proposals and international submissions.
  • Prepare regular bid progress reports and tender performance KPIs.
  • Represent the company in a professional manner in all client communications.

Required Experience and Skills

  • Minimum 5 years' experience in tendering, proposals, or commercial roles within engineering or energy sectors.
  • Proven ability to manage bids for EPCs, operators, or major contractors.
  • Experience working with NEC3/4, LOGIC, and ideally FIDIC contracts.
  • Strong understanding of technical scopes and commercial risk.
  • Excellent written English and document presentation skills.
  • Competent with Microsoft Office (Word, Excel, PowerPoint) and digital tender systems.
  • Highly organised, deadline-driven, and commercially astute.

Desirable Attributes

  • Experience within Offshore Wind, Oil & Gas, Nuclear, or Defence industries.
  • Familiarity with Achilles UVDB, FPAL/JQS, and other client supply-chain management platforms.
  • Experience in maintaining vendor registrations and supporting framework compliance (e.g., DEFCON / CCS / NDA frameworks).
  • Familiarity with NORSOK, DNV, ISO, or other relevant standards.
  • Self-motivated, detail-oriented, and confident engaging at all business levels.
  • Interest in developing long-term client and strategic relationships.
