Senior Programme Manager Telecoms BSS/OSS Delivery

Role Overview:

Our client is looking for an exceptional and experienced Senior Programme Manager to take the lead on a large-scale, multi-million-pound transformation programme within the telecoms domain. This high-profile role demands an individual with proven experience delivering complex, time-sensitive BSS (Business Support Systems) and OSS (Operations Support Systems) solutions for major telecoms providers.

You will own the programme end-to-endfrom strategy to executionensuring seamless coordination between internal teams, technology partners, system integrators and client stakeholders. Your work will directly influence the success of business-critical deployments, customer experience, and long-term value delivery.

Key Responsibilities:

Programme Leadership: Lead the initiation, planning, execution, and governance of a complex, multi-million-pound BSS/OSS transformation programme.

Stakeholder Management: Serve as the primary interface for senior client stakeholders, executive sponsors, vendors, and cross-functional delivery teams.

Solution Delivery: Drive delivery of high-performance, integrated BSS/OSS platforms covering product catalogue, CRM, revenue management, order management, service fulfilment, assurance, and network operations.

Planning & Execution: Establish programme roadmaps, milestone planning, resource forecasting, and risk management strategies in alignment with business goals and technical dependencies.

Governance & Reporting: Chair programme steering committees, provide executive-level reporting, and maintain rigorous control over scope, budget, and quality.

Team Leadership: Build and inspire high-performing teams, fostering a delivery culture grounded in agility, accountability, and results in a supportive environment.

Quality & Compliance: Uphold delivery excellence through effective controls, KPIs, and continuous improvement in line with telecoms and ITIL best practices.

Willingness to travel and spend time onsite internationally

Required Experience & Skills

Proven Programme Management Expertise: 10+ years in programme management with at least 5 years in telecommunications, delivering high-value BSS/OSS transformation programmes.

BSS/OSS Domain Knowledge: Deep understanding of telecoms architectures including product catalogue, CRM, billing, mediation, provisioning, inventory, and service assurance.

Technical Acumen: Ability to liaise with solution architects, software developers, and system integrators to ensure robust and scalable system design.

Time-Critical Project Leadership: Demonstrated success in managing time-sensitive rollouts with interdependencies across systems, regions, and vendors.

Stakeholder Engagement: Adept at building trust and credibility, and influencing senior-level stakeholders (CxO level) and managing customer expectations in high-pressure environments.

Delivery Methodologies: Strong knowledge of Agile, SAFe, and traditional Waterfall project delivery models. Certification in PMP, MSP, or Prince2 preferred.

Commercial Awareness: Skilled in managing commercial contracts, vendor negotiations, and financial oversight of multi-million-pound budgets.

Qualifications:

Degree in Telecommunications, Computer Science, Engineering, or related discipline.

Professional certifications: PMP, MSP, SAFe, ITIL.

Experience working with Tier-1 telecom operators or major telecoms vendors.
