Product Manager
to join our pioneering
CLEAR Project

The CLEAR Project represents NRC's bold vision for the future - using artificial intelligence and predictive analytics to revolutionize early warning systems and drive risk-informed, proactive humanitarian action worldwide. It brings data, technology, and purpose together to build smarter early warning systems and enable proactive, risk-informed humanitarian action across the globe.
As the Product Manager, you'll be at the heart of turning CLEAR's vision into reality. You'll shape the product roadmap, align diverse stakeholders, and translate strategic objectives into cutting-edge digital solutions that empower humanitarian response teams worldwide. Working closely with the AI Lead, you'll oversee day-to-day product development, coordinate seamlessly between research and engineering, and ensure that innovation moves from concept to impactful delivery.

What You Will Do
- Develop and maintain CLEAR's product roadmap, ensuring alignment with project goals, user needs, and NRC's AI strategy.
- Define and prioritize product requirements, user stories, and features, managing the product backlog and development cycles with engineering, design, and data teams.
- Lead product launches, adoption initiatives, and change management processes across field operations and partner organizations.
- Track product performance metrics, analyze user data, and iterate for continuous improvement and impact.
- Communicate updates, manage stakeholder expectations, and coordinate pilots and field-testing with country teams.
- Ensure compliance with NRC policies, ethical AI standards, and humanitarian technology regulations.
- Oversee UX/UI design requirements and product lifecycle management, including risk mitigation, technical debt, and contingency planning.
- Monitor trends in humanitarian technology and generate regular performance reports and strategic recommendations.

What You Will Bring
- 5-7 years of product management experience in technology, data, or digital transformation contexts
- Demonstrated track record of successfully launching and scaling complex digital products from concept through implementation
- Ability to translate technical capabilities for non-technical users and operational requirements for technical teams
- Familiarity with modern software development practices including agile methodologies, API integration, and cloud platforms
- Proficiency with product management tools and frameworks including user story mapping, prioritization matrices, and OKR frameworks
- Experience conducting user research, usability testing, and human-centered design processes
- Strong data literacy with ability to define metrics, interpret analytics, and make data-informed product decisions
- Experience managing multi-stakeholder projects with diverse technical and non-technical audiences
- Good understanding of data science, machine learning, and AI capabilities sufficient for informed technical conversations
- Understanding of data ethics, privacy considerations, and responsible AI principles for vulnerable populations
- Previous experience working in or closely with humanitarian operations, understanding field realities and coordination mechanisms, an asset.
- Systems thinking approach with ability to understand complex interconnections between technical components, user needs, and organizational systems
- Strong analytical and problem-solving skills with ability to break down ambiguous challenges into actionable product features
- Comfortable with uncertainty and ambiguity typical of innovation projects in rapidly changing humanitarian contexts
- Ability to make difficult prioritization decisions with incomplete information.
- Demonstrated cultural sensitivity and effectiveness working across diverse international contexts with multilingual, multicultural teams.
What We Offer
- Duty station: Oslo or NRC Representation Offices (London, Brussels, Berlin) or EOR Countries (France, Italy, Denmark, Finland, The Netherlands) – The candidate must have the legal right to live and work from any of these countries. NRC will not provide sponsorship for visa and work permit.
- Contract: 2 years.
- Travel: 30%.
- Salary/benefits: Grade 9 on NRC's Resident salary scale, with accompanying terms and conditions.
