SUMMARY OF POSITION
The Policy and Grants Manager's main duties include government relations, public policy research and advocacy, and grants development to support MONSE's short-term and long-term strategic priorities. The Manager will cultivate relationships with legislative contacts, agencies, and community partners to support policy advocacy and advance funding efforts to sustain the agency's work. Programming and policy areas include, but are not limited to, community violence intervention and prevention, group violence reduction, victim services, reentry, community healing, youth justice, and 911 diversion and alternate response. Additionally, they will manage the grant application and required reporting process on behalf of the agency. The successful candidate will excel at developing interpersonal relationships and will be organized, proactive, and have strong problem-solving skills to support MONSE's mission to co-produce public safety and violence prevention in Baltimore City.
ESSENTIAL FUNCTIONS

Government Relations
- Serve as MONSE's primary liaison for the Mayor's Office of Government Relations and elected officials.
- Educate lawmakers on critical policies and proposals that impact the agency's work in coordination with the Mayor's Office of Government Relations.
- Prepare the Director and agency personnel for City Council hearings and scheduled testimony, including developing slideshows that effectively communicate the agency's work, progress, and impact.
- Represent the interests of MONSE in front of government bodies, including but not limited to drafting, delivering, and submitting testimony and preparatory work related to the Criminal Justice Coordinating Council.
Policy Planning, Analysis and Advocacy
- Conduct research to provide evidence-based recommendations for policy improvements associated with MONSE's portfolio of work.
- Research, analyze, and understand complex public policy issues that relate to MONSE's portfolio of work.
- Brief the Director, Chief of Staff, and agency subject-matter leads on legislation being considered and laws going into effect.
- Communicate complex policy issues in a clear and concise manner to different audiences, including writing reports, presentations, and policy briefs.
- Conduct research to provide evidence-based recommendations for policy improvements.
- Help to create and manage various projects and programs key to policy efforts, as directed by office leadership.
Legislative Monitoring
- Track and monitor appropriate statutorily and administratively prescribed reporting and budget calendars to ensure appropriate agency staff are prepared and supported adequately to meet key policy and reporting deadlines to meet policymaker expectations.
- Keep track of relevant legislative developments and how these changes could impact MONSE's portfolio of work.
- Engage with stakeholders, including coalition and organizational partners, to understand their legislative priorities.
Proposal Preparation and Grants Management
- Identify funding opportunities with foundations, federal, state and local governmental agencies, corporate, and community-based funding organizations.
- Prepare proposals and letters of interest/inquiry by determining concept, gathering and formatting information, writing drafts, and obtaining approvals.
- Establish priorities and target dates for information gathering, writing, review, approval, and timely submission of proposals.
- Develop proposals by assembling information including project nature, objectives, implementation methods, timetable, staffing, budget, standards of performance, and evaluation, in conjunction with MONSE program managers and finance.
- Write, revise, and edit drafts including executive summaries, conclusions, and organizational credentials.
- Gather information necessary to complete regular grant reporting as required by funders.
- Maintain current systems of records in shared electronic and paper files, including grant tracking and reporting.
- Contribute to the development and maintenance of grants-related policies and standard operating procedures.
- Serve as the MONSE lead for the Interagency Public Safety Grants Committee.
EDUCATION AND EXPERIENCE REQUIREMENTS
- Bachelor's Degree in political science, public policy, government, public health, urban planning, criminal justice, or related field and at least two (2) years in a project management role, in a nonprofit, private sector, governmental system.
- Experience developing and implementing policy priorities, involvement in a legislative process, policy advocacy and coordination is preferred.

KNOWLEDGE, SKILLS, AND ABILITIES
- Strong verbal and written communication skills and highly developed interpersonal skills.
- Ability to write detailed reports, procedure manuals and business correspondence, present information, and respond to questions from stakeholders.
- Strong editing and research skills, attention to detail, and time management.
- Ability to work effectively with senior leaders in government, private sector, community-based agencies, social service professionals, and academic partners.
- Strong organizational skills with the ability to handle multiple assignments, meet deadlines, and track legislative and grant lifecycles over time.
- Ability to build cross-sector partnerships.
- Knowledge of fundraising techniques, philanthropic networks, and legislative processes is a plus
- Knowledge of public health and criminal justice policy and initiatives toward the reduction of gun violence is a plus.
ADDITIONAL INFORMATION
BACKGROUND CHECK
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
PROBATION
All persons, including current City employees, selected for this position must complete a 6-MONTH mandatory probation.
