HMRC Data Office is looking for a Delivery Manager / Technical Project Manager

HMRC is delivering a strategic, AI-enabled metadata platform that will connect policy, data, and operational knowledge to support smarter decision-making, transformation reuse, and organisational resilience. The platform will enrich and integrate metadata using tools like Informatica
AXON, ABACUS, and EDC
, and will support the latest technologies such as knowledge graphs and retrieval-augmented generation (RAG).

A Programme Manager is already in place to manage a programme level plan, we are now seeking a Delivery Manager to ensure the programme delivers meaningful outcomes across HMRC. This role will focus on aligning technical delivery with enterprise needs—ensuring the platform supports decision-making, transformation planning, and risk management across the organisation.

Why This Role Is Critical

This programme is not just about technical design—it's about capturing, preserving, and reusing metadata and transformation insights as a reusable enterprise asset. The Delivery Manager will work closely with the Data Management team, Business Analysts and Technical and Data Architects to ensure that the platform meets the needs of HMRC's Directorates and enterprise functions, and that it delivers value beyond the build phase.

Essential Skills and Experience

  • Proven experience in technical delivery management within large-scale transformation and/or technical programmes.
  • Strong stakeholder engagement and communication skills, especially with technical and enterprise functions.
  • Understanding of metadata platforms, data architecture, and AI-enablement.
  • Ability to manage plans, delivery risks and dependencies.

Desirable

  • Familiarity with Informatica tooling (AXON, ABACUS, EDC).
  • Experience in government or regulated environments.
  • Knowledge of semantic technologies or enterprise data strategy.
