An exciting opportunity has arisen for a Regulatory Liaison Lead to join the Regulatory Liaison and Licensing Team within the Safety, Security and Licensee Authority (SSLA) Function at Rolls-Royce Submarines Limited (RRSL).
The Regulatory Liaison Lead will be part of a dynamic team responsible for managing all interfaces and communications between RRSL (the Licensee) and our regulators, including leading regulatory interactions, supporting environmental permitting and nuclear licensing activities, and contributing to the development of regulatory strategies for major nuclear projects. You will develop strong and transparent relationships with our regulators and other local authorities, as well as supporting internal stakeholders through expert guidance and proactive engagements to enable safe, secure and uninterrupted operations.

What you will be doing:
Act as a primary point of contact for regulatory bodies including the Environment Agency (EA) and Office for Nuclear Regulation (ONR).
Lead and coordinate regulatory submissions, inspections, audits and meetings and ensure internal readiness for inspections and regulatory reviews.
Develop and implement regulatory engagement strategies aligned with project and business objectives.
Ensure compliance with nuclear site licence conditions and environmental permits.
Support the preparation of environmental permits and licensing documentation.
Monitor regulatory developments and advise internal stakeholders on implications.
Collaborate with cross-functional teams including engineering, safety, operations and project delivery.
Facilitate joint working arrangements between regulators on matter of mutual interest (e.g. sustainability, climate change, waste)
Ensure timely and accurate submission of regulatory documentation and maintain auditable records of regulatory correspondence and commitments
Provide guidance and training to internal teams on regulatory expectations.
Lead the regulatory response to incidents and events, ensuing timely and accurate reporting.
Lead continuous improvement initiatives to enhance regulatory performance and responsiveness.

Degree or equivalent qualification in an engineering discipline, or relevant experience of working within a highly regulated organisation.
Strong knowledge of UK nuclear regulatory frameworks and licensing processes.
Proven experience of managing relationships with ONR, EA and other relevant authorities.
Excellent communication and stakeholder management skills.
Ability to guide teams and influence decision making at all levels.
Experience in regulatory strategy development and implementation.
Ability to interpret and apply complex regulatory requirements.
Strong leadership and team collaboration skills.
Experience with new build projects and environmental permitting is desirable.
