Salary range mid-point $75,055.00

The Learning and Development Specialist is responsible for designing, implementing, and evaluating training and development programs for employees within the city. This role involves identifying skill gaps, developing learning initiatives, and facilitating training sessions that enhance employee performance and support career growth. The specialist will work closely with department heads and staff to ensure that training programs align with organizational goals and meet the needs of the workforce.

MINIMUM QUALIFICATIONS:

  • Bachelor's degree in human resources, education, organizational development or a closely related field required
  • Five to seven years of experience in employee training, learning, and development
  • Experience in designing, delivering, and evaluating training programs
  • Strong understanding of adult learning principles and instructional design methodologies
  • Proficient in learning management systems and e-learning platforms (Workday experience strongly preferred)
  • Excellent facilitation and presentation skills
  • Strong organizational and project management skills
  • Ability to work collaboratively across departments and with external partners

NECESSARY KNOWLEDGE, SKILLS and ABILITIES:

  • Advanced knowledge of principles and practices of learning, training, development, and performance management
  • Advanced knowledge of methods and techniques of research and report presentation to include researching, benchmarking, trending, projections, compiling and summarizing a variety of informational data
  • Efficient and effective problem-solving skills required
  • Ability to coordinate and conduct training classes
  • Able to demonstrate a high level of professionalism, discretion and confidentiality
  • Ability to create an ethical, non-discriminatory and safe work environment
  • Ability to communicate effectively, verbally and in writing
  • Ability to establish and maintain effective working relationships with employees, other departments and with suppliers or the public as needed
