What You Will Do As Public Affairs Officer
This role supports the Public Affairs team in achieving the organisation's Public Affairs objectives, with a focus on parliamentary engagement, Public Affairs events, and developing the PPL Public Affairs network.

Key Activities

  • Assist Public affairs Lead with strategy around parliamentary engagement, including the House of Commons and the House of Lords
  • Represent PPL and engage with Parliamentarians and Political Advisers, including representing PPL at meetings with Senior Shadow Ministers and MPs, including Shadow Cabinet, adapting presenting style accordingly
  • Support in developing and growing the PPL Public Affairs Network – including engaging senior public affairs staff in our supported charities and designing quarterly events to maintain and grow interest.
  • Public Affairs lead on IT projects, including Parliamentary App development and DeHavilland
  • Build relationships with the Charities team through attendance at Charities Department meetings, building in that team's understanding of public affairs work and strategy and increasing the public affairs team's knowledge of the work of the Charities Department.
  • Operational budget responsibility for Public Affairs Events (Receptions, Party Conferences, MP workshops).
  • Responsible for filing Scottish Lobbying Register returns
  • Support People's Postcode Lottery's Public Affairs work, working with the Public Affairs team to deliver the organisation's Public Affairs objectives.
  • Keep up to date on developments relating to public policy as it affects People's Postcode Lottery, and the wider society lottery and charity sectors.
  • Draft, policy briefings, PQs, letters and speaking notes.
  • Work with People's Postcode Lottery's Communications team to draft quarterly Parliamentarians Newsletters
  • Support the organisation and implementation of People's Postcode Lottery's presence at political party conferences.
  • Support sector-wide engagement activities
  • Support the organisation of People's Postcode Lottery Parliamentary Receptions
  • Leads engagement with Parliamentarians around local grant funding opportunities.

About You

  • Demonstrable experience in Public Affairs, either with a Parliamentarian or in a charity sector role.
  • Experience and knowledge of politics, parliamentary procedure, and government structures.
  • Experience of dealing with civil servants and parliamentarians.
  • Ability to think strategically, identify what needs to happen, who needs to be involved and then deliver
  • Proven experience in building trust and developing internal and external networks to maximise opportunities
  • Strong understanding of the public policy environment and knowledge of the UK political and media environment.
  • A good track record of stakeholder management across the public and voluntary sectors.
  • Knowledge of stakeholder management tools to track and inform political engagement
  • Knowledge and understanding of policy development and legislation within the UK government
  • Strong writing, communication and budgeting
  • Experience in a public affairs or similar role.
  • Knowledge of charity lottery law and regulation and the political history of charity lottery reform is desirable.
  • Knowledge of Early Day Motions, Parliamentary Questions (oral and written), Select Committee operation, Statutory Instruments.

Indicative salary level of £37,000 – to £42,000, dependent on skills and experience.
We are flexible on location and welcome applicants based in either Edinburgh or London.

Promoting People's Postcode Lottery's policy objectives with the UK, Scottish and Welsh Governments, the team is responsible for managing engagement with key political stakeholders, raising awareness of the difference players are making in constituencies throughout Britain and affecting change for a more progressive system of regulations for charity lotteries.
