This is a key leadership role at NHS England (West Midlands) and the postholder is expected to further develop excellent links between NHSE and LEPs (Local Education Providers) to enhance the delivery of postgraduate medical education. NHSE West Midlands wishes to appoint a Lead Postgraduate Clinical Tutor/DME Chair. The postholder is a vital link between education providers and NHSE in the West Midlands and is expected to chair a committee of Senior Educators (consisting of PG Clinical Tutors, DMEs, Medical Education Managers and other senior educators) as part of maintaining the link between NHSE and providers. The postholder is also expected to be one of the representatives for the West Midlands at NACT UK Council. The postholder will be directly responsible to the Postgraduate Dean and is required to undertake an annual appraisal for this role. The tenure is for three years, subject to satisfactory performance of agreed objectives. Historically, the West Midlands has been somewhat unusual compared to other NHSE regions in maintaining a separate network for PG Clinical Tutors and a network Directors of Medical Education (DMEs). PG Clinical Tutors are joint NHSE WM/Trust appointments and responsible mainly for the education and training of trainees on NHSE WM training programmes. In contrast, DMEs are entirely Trust appointments and effectively ‘Associate Medical Directors for Education’ in their LEPs. Nevertheless, there is now considerable overlap and convergence of the work of PG Clinical Tutors and DMEs. The postholder is a vital link between providers and NHSE in the West Midlands and is expected to chair a committee of Senior Educators (consisting of PG Clinical Tutors, DMEs, Medical Education Managers and other senior educators) as part of maintaining the link between NHSE and local education providers. The postholder is also expected to be one of the representatives for the West Midlands at NACT UK Council. Key Areas of Responsibility Convene and Chair a meeting of Senior Educators (including West Midlands Postgraduate (PG) Clinical Tutors and DMEs or designated deputies attend, as well as PG Centre managers and Heads of Schools as required), including the preparation and dissemination of minutes Maintain an accurate contact list of PG Clinical Tutors and DMEs across the region To liaise closely with the Medical Education Centre Managers in LEPs across the region through the Lead PG Centre Manager in the region, and NHSE Business Manager as required Ensure effective communication between NHSE WM and LEPs through PG Clinical Tutors and DMEs Provide leadership and support for PG Clinical Tutors and DMEs and Medical Education Centre Managers Ensure the views of PG Clinical Tutors, DMEs and Medical Education Centre Managers are conveyed to appropriate forums at NHSE WM Attend Postgraduate Education Board (PME), Foundation Programme Management Group (FPMG), Study Leave committee and any relevant Quality and meetings as required Nominate PG Clinical Tutor representatives for all School Boards Be trained to lead Quality Management visits and be a panel member for Quality Management visits to LEPs and to engage with processes in line with the NHSE Quality Framework Attend NHSE WM conferences and special events, (e.g. External Visits such as GMC) as and when required Provide reports that inform Postgraduate Dean, Heads of Schools and administrators at NHSE WM Lead the appointments process for PG Clinical Tutors, and maintain an up-to-date job description and to sit on Trust DME appointments as requested Organise and attend Away Days for Clinical Tutors and DMEs to ensure that colleagues in LEPs are fully aware of the NHSE WM requirements Contribute to the recruitment process of trainee doctors Contribute to workforce planning Attend national meetings and keep up-to-date on key developments (e.g. NACT UK events such as the Spring and Winter meetings) Contribute to strategic Faculty Development discussions and Training the Trainer courses and other faculty development, locally and regionally Contribute to career orientation courses or equivalent and career development programmes locally and regionally Contribute to the development of simulation training locally and regionally Represent the West Midlands Region at NACT UK, along with a Clinical Tutors (or DME) colleague, also from the West Midlands Represent NHSE WM in LEPs as required Lead and/or contribute to formal procedures on behalf of the Postgraduate Dean (eg Fitness to Practise Panels or ARCP Appeals, disciplinary / misconduct matters) Contribute to NHSE WM procedures, protocols and guidelines including the future development of a PG Clinical Tutors ‘area’ on the NHSE WM website To liaise with the Lead Guardian of safe working as required To contribute to the development of Generic Induction processes for doctors in training as required You can find further details about the role, including key responsibilities and accountabilities, alongside the organisational structure and person specification in the attached Job Description and other supporting documents.
