Main Purpose of the Role To perform the role of the Commission Manager, taking responsibility for end‑to‑end service delivery and ensuring client objectives are met through an effective cost management service. Scope Senior Cost Managers handle commissions of £10m to £50m. Projects vary in complexity and require cost control, tendering, contract administration and value engineering. Key Accountabilities Coach junior staff and allocate roles for effective cost management. Advising clients on feasibility studies, procurement options, cost planning and tender analysis. Lead tendering, pre‑qualification, tender report and contractual documents using The Hive and eTender Platform. Act as contract administrator and manage post‑contract cost variances and change control. Peer review cost allowances and conduct valuations on larger projects. Produce monthly post‑contract cost reports via Cost Control App. Input into value engineering, negotiate and agree final accounts. Interface with client, Project Manager and consultants at all stages. Lead a cost management team where appropriate and utilise bespoke digital tools (Benchmarking App, CostX, Market Rates App, eTender Platform, Cost Control App). Implement the Embodied Carbon Calculator to produce carbon footprint reports. Support the execution of the NewLeaf strategy and manage internal fees, job costing and resourcing. Marketing and Business Development Identify opportunities to develop new business with existing clients and report to the line manager. Maintain a professional network of peers and potential clients. Lead bid submissions. Improve cost management procedures, templates and products. Participate in networking and CPD events. Internal Management Accountabilities Knowledge management – input key information into the internal database. Process improvement – identify improvements and refer ideas to the line manager. Lead in the support, development and mentorship of junior staff. Manage projects on D365. Reporting A Senior Cost Manager typically reports to an Associate Director, Project Director or Director. Key Performance Indicators Commissions managed to quality standards and completed efficiently and on time. Service delivery aligned with conditions of appointment. Develop good client and cross‑functional relationships. Work as an effective member of the cost management team. Identify opportunities to develop new business with existing clients. Track margin levels for all commissions. Effectively cascade and retain key information and data. Qualifications Self‑motivated, initiative and delivery to tight deadlines. Achieved Chartered Status. Confident and professional demeanour. Highly organised, prioritise own workload. Collaborative, build relationships across the business. Work well under pressure.
