Ocean Winds is looking for a Project Engineer with a solid technical background in infrastructure / networks projects within the power / energy sector to coordinate design and optimisation activities for the electricity transmission assets for the Caledonia Offshore Wind Farm project. In accordance with the UK offshore transmission regime, Caledonia Offshore Wind Farm intends to construct the transmission assets that will connect the Project to the national electricity transmission system. Reporting to the Senior Transmission Infrastructure Project Manager, the Project Engineer will be a key member of the engineering team, working across all transmission infrastructure technical packages and taking a leading role in developing and implementing the engineering strategy for the Caledonia transmission assets, providing support to leasing and consenting/permitting processes while defining and refining the project from a technical perspective. MAIN ACCOUNTABILITIES Support the Head of Engineering and Senior Transmission Infrastructure PM in multi-disciplinary design and optimisation activities related to delivery of the engineering strategy and development of the consented design envelope including site characterisation, infrastructure layout onshore and offshore export routing, civils and substation design, technology and equipment selection and construction processes. Support project leasing and consenting/permitting processes by providing input on engineering and technical matters such as anticipated design parameters and construction methods. Support development of the design programme to define and refine project design envelope by review and optimisation of inputs. (e.g. design parameters, construction methods, etc.). Ensure onshore civil design work undertaken for the project is undertaken using appropriate methods and is confirmed to be in accordance with applicable standards and project requirements. Liaison with the project’s development team, landowners and other stakeholders in relation to the planning consents and land agreements required to enable successful completion of the works. Input to best practice strategy / methodology, identify design constraints and targets, engineering cost modelling activities (e.g. design studies and optimisation exercises), technical reviews, and identifying key design levers. Identify the need for specialist internal and external technical support. Working with the commercial team, manage the technical aspects of procurement of specialist engineering, including drafting work scopes and technical assessment of proposals. Working with commercial team, engage with the manufacturing/construction supply chain in connection with the project, including preparing EPCI tender documentation such as scope of works and technical specifications for work packages and undertaking or coordinating technical assessment of proposals. Manage internal and external specialist technical support to ensure project requirements are delivered on time and to budget. This includes review of desktop studies, concept designs, site surveys. Support the preparation of engineering execution plans, risk registers and lead engagement with technical stakeholders. Ensure appropriate technical governance are put in place and managed, including: Development of a technical risk register that will be linked to the consenting risk register. Implementation of design decision and change control processes. Support the company’s work in monitoring technology development, as well as engage in regulatory matters associated with the development and construction of offshore wind farm transmission assets. Adherence to all project governance documents, policies, processes and procedures. Work closely with Project Controls to develop and assess construction programme scenarios and support the development of construction and operational cost estimates for the project. Work closely with Ocean Winds Corporate functions and other UK project teams, to maximise opportunities to de-risk consenting, construction and operational activities and capture corporate procedures, lessons learnt and transfer of knowledge. ACADEMIC & PROFESSIONAL EXPERIENCE A degree in a relevant engineering discipline is required, preference for civil engineering. A minimum of 3 years’ experience within the power / energy sector is required. Team player with excellent interpersonal and communication skills. KNOWLEDGE Knowledge of one or more of the following: design, construction and commissioning of high voltage substations; design, construction and commissioning of high voltage cable systems; power generation and transmission systems, planning and consenting processes for transmission assets. Understanding of the interfaces and interdependencies between the key onshore and offshore components of a wind farm and transmission system. Understanding of the different processes and stakeholders involved in the development and construction of the transmission assets for an offshore wind farm project. The CDM (Construction Design and Management) Regulations, including a demonstrable understanding of health, safety and environmental best practice. Onshore electricity transmission asset civil design standards and methods. SKILLS Ability to work in a dynamic environment in a multi-disciplinary team across several technical areas and organizational structures. Organized and efficient with an ability to multi-task and work to challenging deadlines. Ability to communicate across all levels of an international organisation. High standard of report writing and presentation skills. Enthusiastic, committed and self-motivated with long term ambitions in the offshore wind industry. OTHER REQUIREMENTS Location in Edinburgh but travelling may be required to supplier's facilities and offices, local ports, and construction sites. This may include occasional international travel. The project has an international team of employees, and the working language is English. Candidates need to be fluent in English both spoken and written.
