TRANSPORTATION ENGINEERING SPECIALIST ($4,000 Hiring Incentive) Job Location: SAFFORD CONSTRUCTION2062 Lonestar RoadSafford AZ 85546Posting Details: Salary: $64,802.00 - $74,802.00Anticipated Salary: $69,802.00Grade: 22Closing Date: December 11, 2025 Job Summary Under general supervision, this technical specialist performs a variety of journey level engineering duties in the areas of highway project construction. The role administers either major or several minor construction projects. The position reviews the accuracy and completeness of assigned information, recommends approval or disapproval of work projects, and approves and disapproves work performed in the work unit. It directs activities of contractors, consultants, and subordinate ADOT staff regarding project inspection and quality control. The TES position reviews and approves inspector daily diaries and performs team lead duties. The primary purpose is to assist the Resident Engineer in administering construction contracts. *This position is eligible for a $4,000 hiring incentive. Job Duties Project-wide monitoring of the Contractor's operation and construction schedule. Ensure the contractor meets Project Plans, Special Provisions, and other contract specifications during construction through daily contacts with project supervisors and visits to the construction sites. Observe conditions for encroachments, traffic control, and unsafe working conditions. Resolve site issues. Ensure inspector compliance with plans, standards, specifications, special provisions, regulations, policies and procedures. Coordinate the documentation and payment of contract work and assure that methods of measurement and basis for payment are in accordance with project plans, specifications, special provisions, and change orders; perform quality control over inspection. Assist the Supervisor to resolve construction site issues. Research and confer with ADOT technical sections, agency officials, staff members, Project Designers, and representatives of other agencies to acquire information needed for immediate determinations and decisions. Write detailed reports and change orders based on research, investigation, or inquiry. Review and analyze projects for design clarity, accuracy, and constructability; review specifications and special provisions; prepare detailed cost estimates, review construction schedule, and determine whether all supporting information has been obtained. Prepare staffing plans to meet requirements of the ADOT construction manual, using standards and specifications. Attend work unit staff meetings pre-construction meetings and partnering, weekly contractor meetings; give and receive information; interface with ADOT surveyors, regional material lab, and other off site groups that support the inspection and testing efforts of projects. Maintain the project as-built plans. Operate a State vehicle in the course and scope of conducting State business. Attend staff meetings, trainings and perform related work as required. Knowledge, Skills & Abilities (KSAs) Knowledge of: Principles and practices of Civil engineering as applied to highway construction inspection. Computational and adjustment factors applied to the review and analysis of engineering and land description data related to highway construction inspection. Federal and State statutes; agency standards, policies and procedures applicable to highway construction inspection. Materials testing procedures and requirements as prescribed by AASHTO, ASTM, and ADOT specifications and testing procedures. Computer programs applicable to highway construction inspection. Principles of supervision, project management and other related rules, policies and procedures to ensure subordinate personnel are adequately prepared for assignments. Traffic control and safety; review traffic control plans and devices. Skill in: Analyzing and evaluating a wide variety of engineering data. Researching, reading and interpreting a wide variety of technical engineering documents such as survey data, highway plans, blueprints, specifications, materials testing data and computer-generated data. Oral and written communications. Specification, Change Orders, and technical writing; organizing and prioritizing work assignments. Ability to: Effectively use mathematical computations and adjustment factors. Use mathematical computations. Analyze highway plans, As-Builts plans and designs. Communicate both written and orally. Drive a State vehicle in the course and scope of State business. Selective Preference(s) Bachelor of Science degree in civil engineering or a closely related field and two years experience equivalent to a Transportation Engineering Associate or above; or five years experience equivalent to a senior Transportation Construction Technician (grade S7 or above); or experience equivalent to a Highway Operations Supervisor (S9 or above); or completion of the Arizona Department of Transportation Engineer-in-Training (EIT) program; or registration as a professional PE. Pre-Employment Requirements This position requires driving or the use of a vehicle as an essential function of the job. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. Employees who drive on state business must maintain acceptable driving records and complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance per Arizona Administrative Code (A.A.C.) R2-10-207.11.
