Head of Emergency Preparedness Resilience

Applications are invited for the post of Head of Emergency Preparedness, Resilience and Response. We are seeking an individual who will be the expert for all EPRR matters within the Trust and act as a conduit for all guidance and information whilst promoting and embedding a positive culture of EPRR across the organisation. The postholder will work closely with partner organisations to support system resilience and contribute to forums that enable the sharing of best practice, peer review and collaborative working. Reporting to the Chief Operating Officer, the postholder will be responsible for the safe, efficient, effective and coordinated function for the Trust's Emergency Preparedness, Resilience and Recovery. Ensuring the Trust is compliant with statutory regulatory, CQC and NHS EPRR national contract standards across all sites, requirements and local non‑statutory guidance including business continuity and resilience preparedness. The postholder will be responsible for risk assessing, planning, leading and responding to incidents and emergencies as defined in the Civil Contingencies Act 2004. As the EPRR lead, the postholder will provide expert advice and guidance to the Trust Executive, senior management and staff across the Trust, ensuring the Trust is kept informed of related national and regional strategic issues. In addition, the Head of EPRR will represent SPFT at local and regional health sector forums; the postholder will ensure that the Trust's interests are represented and system discussions fed back into the Trust for consideration. The postholder will advise the Trust on emergency planning and business continuity and develop, lead, deliver, and monitor systems to ensure the Trust can provide an effective emergency response for major incidents, emergencies, disruptive events and surges in demand. Working closely with Operational and Corporate teams, the Head of EPRR will ensure that any interruption to Trust business or incidents (loss of utilities or IT/digital technology, damage to sites, planned maintenance, infectious outbreaks, adverse weather, industrial action, major road closures etc.) has appropriate contingency and service business continuity plans and policies which are tested and operationally effectively. The Head of EPRR will lead the Trust's EPRR agenda and ensure the Trust discharges its responsibility in relation to the Civil Contingencies Act 2024 whilst ensuring robust processes are in place to maintain and develop the Trust's EPRR as defined by NHS England EPRR Framework and Standards 2022.
